A group of orders has been set up to enable mutualisation of the evolution of training services in the field of occupational risk preventionhealth and safety at work. It groups together:

This lot deals with training related to specific occupational risks organized by the department of Hauts-de-Seine, the department of Yvelines and the EPI Yvelines / Hauts-de-Seine.

Information on the legal situation of the company as provided for in Article 48 of Decree No. 2016-360 of 25.3.2016 relating to advertisinglics:

- a letter of application and, where applicable, of the proxy of the co-contractors (or the DC1 printer),

- the authority (s) authorizing the signatory to commit the individual candidate or each group member (k-bis excerpt, signature delegation ...),

- a declaration on the honor (or print DC1) stating that the candidate does not enter any of thecompulsory issionner provided for in Articles 45 and 48 of Order No 2015-899 of 23.7.2015 (see Annex 1),

- the copy of the judgment (s) pronounced if the candidate is in receivership. turnover and turnover in respect of the services which are the subject of the contract, realized during the last 3 financial years available if this element is notja provided under the DC2 or appropriate declaration of banks or proof of insurance for occupational risks (if this element is not provided in DC2).

A group of orders has been set up to allow the pooling of the development of training services in occupational risk prevention, health and safety at work. He's regoupingThe Departmental Council of Hauts-de-Seine, the Departmental Council of Yvelines, the Interdepartmental Public Establishment Yvelines / Hauts-de-Seine (EPI). The Departmental Council of Hauts-de-Seine is coordinator of this group of orders. This procedure is subject to the provisions of Article 28 of Decree No. 2016-360 of 25.3.2016 relating to public markets. This consultation is passed pursuant to Articles 78 and 80 of Decree No. 2016-360, and takes the form of a framework agreement concluded with a single holder, the execution of which will be carried out as and when the Purchase Orders. Each contract is concluded for an initial period of one year from the date of notification and is expressly renewable three times per successive period of 1 year.n, without the total duration exceeding 4 years. Each contracting authority must decide by written decision at least 2 months before the end of the period of validity of the contract. In accordance with Article 28 of Decree No. 2016-360, the contracting authority reserves the right to negotiate with candidates. The department will organize if necessary a phase of regularization of the offers deposited and openeda phase of oral negotiations with the first 3 candidates selected for each of the lots. The payment of expenses will be made by administrative mandate followed by a bank transfer address to the holder by each member of the group of orders for the part of execution of the market which concerns it. Amounts owed to the incumbent (s) and any subcontractor (s) of the first rank of the march, will be paid within 30 days of receipt of the invoices or equivalent payment claims. The interest rate will be that of the interest rate of the main refinancing facility applied by the European Central Bank to its most recent principal refinancing operation carried out before the first calendar day of theduring the calendar year in which the moratorium interest began to accrue, plus 8 points. Each of the members of the group of orders will be liable for a lump sum payment of EUR 40, in accordance with the provisions of Decree No. 2013-269 of 29.3.2013. The criteria for judging tenders are commonly established for each of the 3 lots as follows:

* Criterion 1, the technical valueit will be noted on 70 points:

- sub-criterion 1.1: pedagogy (content of courses, methods, evaluation) note on 25 points. The candidate will describe precisely:

- the contents of the courses (duration, educational objectives, themes, modalities of evaluation, model of course support in adequation with the proposed modules ...),

- pedagogical approaches,

- under -critere 1.2: human resources (qualificanumber, experiences) score on 20 points. The candidate will describe precisely the skills and qualities of the human resources assigned to the performance of the services, with a presentation of the pedagogical and technical profile of each of the proposed speakers; with detailed curriculum vitae,

- sub-criterion 1.3: organization (follow-up of the training, cooperation) note on 25 points. The candidate decrispecifically: - the organization of the preparation of the operation, the coordination meeting, the steering committees, - the process of administrative treatment of the trainings,

- the detailed presentation of the training sites.

* Criterion 2, the price criterion, score on 30 points and will be judged on the basis of the Estimated Quantitative Detail (EQA) of the candidates for each of the lots considered. The notation iswill be established in relation to the information contained in the Unit Price Schedule (BPU).
