Sprinkler Project Works — Multi Contractor Framework Agreement — Portsmouth and Sub-Region

Portsmouth City Council (the Council) is inviting expressions of interest from suitably experienced contractors for inclusion onto a multi contractor framework agreement that will be used to let the design, purchase, installation and ongoing service/maintenance of (predominantly) residential sprinkler systems on either a directly contracted or mandated sub-contractor basis. Once established the framework will be open to all contracting authorities situated within Hampshire, IOW, East and West Sussex, Dorset, Berkshire, Wiltshire, Oxfordshire and Surrey to utilise, however the Council cannot provide any usage commitments in respect of 3 parties.

Portsmouth City Council (the Council) is inviting expressions of interest from suitably experienced contractors for inclusion onto a multi contractor framework agreement that will be used to let the design, purchase, installation and ongoing service/maintenance of (predominantly) residential sprinkler systems on either a directly contracted or mandated sub-contractor basis. Once established the framework will be open to all contracting authorities situated within Hampshire, IOW, East and West Sussex, Dorset, Berkshire, Wiltshire, Oxfordshire and Surrey to utilise, however the Council cannot provide any usage commitments in respect of 3rd parties.

The framework will be established via evaluation of tenders submitted in relation to a live project for the design, supply and installation of sprinkler systems to 2 high rise blocks, being:

Ladywood House — 24 storey residential block, built in 1971 and situated in Somerstown, Portsmouth. 136 flats with a 50/50 split of one or 2 bedrooms. 72 m high. The blocks has Category I sheltered housing care and facilities for residents.

Handsworth House — 18 storey residential block, built in 1966 and situated in Somerstown, Portsmouth. 153 flats with a 50/50 split of one or 2 bedrooms. 51 m high.

Estimated value for design, installation and servicing/maintenance over a 20-year life is estimated at 1 200 000 GBP for each of the blocks.

It is envisaged that the agreement will be used by the Council to let the roll-out of sprinkler systems across the Council`s residential tower blocks (up to a maximum of 11 systems), however it will be accessible for installation works at any type of building owned by the Council and other fellow contracting authorities who are able to access the agreement.

Award of the framework agreement is targeted for 3.4.2020. The framework agreement will run for a period of 4 years with an option to extend up to a further 4 years. Servicing and maintenance packages in respect of the live project will be on a 5 year term which can be extended on a rolling basis in increments to be agreed. The duration and scope of servicing and maintenance packages associated with subsequent future call-off contracts will be determined on a case by case basis.

Following evaluation of submitted supplier selection questionnaire (SSQ), a shortlist of 3-4 contractors who will be invited to tender. The SSQ return deadline is 16.12.2019 14.00.

The live project will be awarded to the contractor who achieves the highest tender evaluation score. That contractor plus the next ranking contractors up to a maximum total number of 4 will be appointed onto the framework agreement. The successful contractor may be appointed to deliver the project under direct contract to the Council or as a mandated sub-contractor under a separately procured project management principal contractor in the event that significant further works at the properties can be incorporated into the scope of the project under the initial phase of refurbishment works.

At the Council`s option the project may be delivered using one set of contract documents where the delivery of both schemes will be undertaken in parallel or may be let under separate contracts where delivery is staggered and the decision to proceed to contract for the subsequent scheme is dependent upon performance in delivering the first or where complications in running both schemes in parallel arise during 1 stage design development.

Live projects further information (Ladywood House and Handsworth House):

The successful contractors will need to design, supply and install a residential sprinkler system to meet the requirements of BS9251 and Council`s own performance specification. The contractor will be required to supply a turn-key service to include all management, builder`s work, and design to include finishes and decoration as per Council`s performance specification.

On the premise that the successful contractor is appointed directly by the Council as principal contractor, the design and works will be let using a 2 stage open book procedure whereby following completion of design, programme, installation methodology, installation cost, etc. under a 1 stage JCT Pre-construction service agreement with the supply installation awarded subject agreement of pricing, design and programme with the Council on the basis of a JCT design and build contract. In respect of servicing and maintenance contract the contractor may put forward their own terms which reflect their business practices and product on the condition that they meet Council `red lines`. In the event that supply and installation is delivered as a mandated sub-contractor work package the Council will enter into contract with a separately procured principal contractor under a JCT intermediate contract with the successful sprinkler system contractor given the status of named sub-contractor.

In the event that agreement cannot be reached with the successful contractor on design, pricing and programme during the 1 stage the Council will have the option of terminating the JCT Pre-construction agreement with immediate effect, taking licence to use the design progressed to that point subject to payment for services rendered. The Council may then appoint the contractor who came 2 at the point of original tender evaluation, if they do not have capacity then the 3 placed contractor may be approached and so on. Alternatively the Council may seek tenders based upon the progressed design via framework agreement mini-competition or via a competitive process outside of the framework agreement with full flexibility in respect of tendering and contracting strategy selected.
