Elaboration of design documentation phases: DALI (including Technical Expertise) PAC PAD POE PTE AT AT (including carrying outland and documentation necessary to obtain legal approvals and agreements), according to GD no. 907/2016, for the investment objectives - 2 lots - 3 - design:

Lot 2 - 1 142 855 RON without VAT, of which:

- Design services - 1 105 040 RON without VAT,

- ET - 50 420 RON without VAT,

- Field studies - 88 235 RON VAT free,

- DALI - 252 100 RON without VAT,

- Documentation of opinions and legal agreements - 33 613 RON without VAT,

- POE POE (and PAD, as the case may be) - 88 235 RON without VAT,

- PTE DE - 592 437 RON VAT free,

- Technical assistance from the designer - 37 815 RON without VAT.

For each lot, the sole tenderer / associated tenderer / subcontractor / third party must prove that they do not comply with the provisions of art.164, 165, 167 of Law no. 98 / 2016.

The manner by which the fulfillment of the requirement can be demonstrated: the economic operators participating in the award procedure will be filled in by the economic operators participating in the award procedure with information related to their situation, including associated, subcontractors / third parties. The supporting documents demonstrating the fulfillment of the undertaken by completing the DUAE are to be presented, at the request of the contracting authority, only by the tenderer placed on the first place in the interim ranking made at the completion of the evaluation of the tenders. These documents are: - - Fiscal certification certificates regarding the lack of overdue debts regarding the payment of taxes, taxes or contributions to the consolidated general budget (local budget, state budget, etc.) at the moment of presentation, The criminal record of the economic operator and the members of the administrative, management or supervisory body of that economic operator or of those having the power of representation, decision-making or control within it, as it results from the certifying certificate issued by the ONRC / act constitutive,

- Where appropriate, documents demonstrating that the economic operator canyou benefit from the derogations provided in art. 166 par. (2), art. 167 par. (2), art. 171 of Law no. 98/2016 on Public Procurement, - Other editorial documents, as appropriate.

The bidders, the supporting third parties and the subcontractors must not find themselves in the situations provided by art. 58 60 of the Law no. 98 / 2016.

The way in which the fulfillment of the requirement can be demonstrated: it will be completeDUAE by the economic operators participating in the award procedure with the information related to their situation.

Note

DUAE failure with the offer (including associateor the addition of DUAE inappropriately to the requirements of the data sheet, entails its rejection as unacceptable.

The economic operators submitting the tender must prove a form of registration under the law of the country of residence, that the economic operator is legally established, that he is not in any of the situations of cancellation of constitution, precum and the fact that it has the professional ability to perform the activities that are the object of the contract. Modality by which the fulfillment of the requirement can be demonstrated: It will be completed by the economic operators participating in the award procedure with the information related to their situation. The supporting documents demonstrating the fulfillment of the assumed completion by the DUAE are: (a) Certificates(b) Certificate of attestation in the design of the works of the IF, according to Order no. 182/2009 of the Ministry of Agriculture, Forests and Rural Development, approving the methodological norms regarding the attestation of natural and legal persons having the capacity to carry out activities of the IF (art. (2) or (3)], published in the MonitorOfficial, Part I, no. 223 / 7.IV.2009,

(c) ANRE type C1A attestation for the design of works of electrical installations 0, 4 20 Kv according to art. 8, par. (1) lit. i) of ANRE Order no. 45/2016, valid at the date of submission,

Lots: 1, 2. Professional risk insurance. In order to observe the provisions of art. 31 of the Law no. 10/1995 republished and in force since 11.12.2015 regarding the quality in constructions: art. 31: "The designers, as well as the technically-professionally certified or certified specialists, referred to in art. 6, have the obligation to conclude professional liability insurance, valid during the exercise of the right to practice ", professional risk insurance shall be provided for at least the counterdesign services, valid at the date of the presentation, at least during the execution of the services until the reception at the end of the works.

Starting with 8 April 2019, the Single European Procurement Acquis (DUAE) is integrated into the Electronic Procurement System (SICAP).

Answers to the DUAE of the economic operators participating in the procedure will be filled in the SICAP in a dire mannerct, after authentication, by each participant.

Note. The visit of the works sites is recommended by the contracting authority in order to prepare some offers that are more in line with the field reality. Site visits will be made for the two lots, by programming at least 48 hours in advance, by fax, at the Territorial Branches:

In the case of equal rank first ranked bids, the contracting authority (through SICAP in the "Questions" section) will ask for the re- submission of a new financial proposal (Maylower than originally deposited). The new financial proposal will be submitted only and only following the request of the contracting entity. In accordance with Art. 196 par. (1) of the Law no. 98/2016 the contracting authority may require tenderers to file all or part of the supporting documents as evidence of the information contained in the DUAE at any time during the courseof an award procedure, if this is necessary to ensure the proper conduct of the procedure
