Elaboration of design documentation phases: DALI (including technical expertise) PAC PAD POE PTE DE AT (including(according to HG 907/2016), for the investment objectives - 4 lots - design:

Main Site: At the headquarters / service point of the provider - Rehabilitation of the adduction channels CA1 - 19, 225 km, CA2 - 30, 667 km

Rehabilitation of hydrotechnical constructions on canals: stables - 3 pieces, spill - 5 pieces, drops - 17 pieces, bridges - 16 pieces, siphons - 5 pieces.

Lot 3 - 690 756 RON without VAT, of which:

- Design services - 618 487 RON VAT free,

- ET - 56 723 RON, -

Field studies - 84 034 RON without VAT,

- DALI including ET - 170 168 RON without VAT,

- Documentation of opinions and legal agreements - 45 378 RON without VAT,

- POE POA (and PAD - - 35 294 RON without VAT,

- Technical assistance from the designer - 72 269 RON VAT free

For each lot, the Tenderer / Tenderer / Tenderer must prove that it does not comply with the provisions of art.164, 165, 167 of Law no. 98 / 2016.

The manner by which the fulfillment of the requirement can be demonstrated:

The DUAE will be filled by the economic operatorsparticipants in the award procedure with information related to their situation, including associate, subcontractors / third-party supporters. The supporting documents proving the fulfillment of the undertaken by completing the DUAE shall be submitted, at the request of the contracting authority, only by the bidder placed on the first place in the intermediate rankings drawn up at the completion of the evaluation of the tenders.These documents are: - - tax accreditation certificates regarding the lack of overdue debts related to the payment of taxes, taxes or contributions to the general consolidated budget (local budget, state budget, etc.) at the moment of presentation, - the criminal record of the economic operator and members of the management, management or supervisory body of that economic operator, shave the power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / constitutive act, - as the case may be, documents demonstrating that the economic operator may benefit from the provided derogations to art. 166 par. (2), art. 167 par. (2), art. 171 of Law 98/2016 on Public Procurement, - other documentsas appropriate,

- The bidders, the supporting third parties and the subcontractors must not find themselves in the situations provided by art. 58-60 of Law no.98 / 2016.

The manner by which the fulfillment of the requirement can be demonstrated: YOU WILL COMPLETE DUAE by the economic operators participating in the award procedure with the information related to their situation.

Foreign legal / natural persons willthe equivalent of documents issued in accordance with the legislation applicable in the country of residence, which will be translated into Romanian.

The failure to submit DUAE with the offer (including the Associate / third party, subcontractor) or the completion of the DUAE inappropriately the requirements of the data sheet, entails its rejection as unacceptable.

The economic operators submitting the tender must prove a form of iregistration in accordance with the law of the country of residence, that the economic operator is legally constituted, that he is not in any of the situations of cancellation of establishment and that he has the professional capacity to carry out the activities covered by the contract. Way to demonstrate that the requirement is met: DUAE will be completed by economic operatorsparticipants in the award procedure with the information related to their situation. The supporting documents proving the fulfillment of the undertaken by completing the DUAE are: a) Certificate of attestation issued by the Trade Registry Office; b) Certificate of attestation in the design of the works of IF according to Order 182/2009 of the Ministry of Agriculture, Forests and Rural Development, for-the approval of the methodological norms regarding the attestation of the natural and legal persons who have the capacity to carry out activities of the IF (Articles 2 and 3), published in the Official Gazette, Part I, no.223 / 07.IV.2009; type C1 A for the design of electrical installations 0.4-20 Kv according to art. 8, par. (1) lit. and the ANRE Order no. 45/2016, valid on presentation date

Note: Given that the services for the three tendered lots are being carried out strictly within the same timeframe, in order to streamline the design activity and meaning of allowing as many economic operators to acquire such a contract, the Contractingorm the provisions of art. 141 para. (5) of Law 98/2016 that only one lot of the three may be assigned to a tenderer. If a bidder is ranked first in several lots, he will be awarded the batch at which the bid price difference between the first and the second ranked is the highest. This criterion allows the contracting authority to achieve a value savingIn order to meet the requirements applicable to the services covered by the contract, in accordance with the legal provisions, the tenderers will present in the technical proposal:

- the way of ensuring the access to the necessary and obligatory specialists in order to check the level of quality corresponding to the applicable basic requirements services included in the objects• In order to fulfill the requirements of the technical expert's technical specifications / project leader / project coordinator, which constitute evaluation criteria for tenders, the tenderer will fill in the Form 6 and will present the contract in accordance with the legal provisions. the technical proposal documents proving their participation in the qualitytechnical expert and project leader / project coordinator, at least one technical expertise / 1 project for land improvement infrastructure works according to the requirements of the specifications in point 11:

Requirements for the company specializing in the design of the works:

(for all lots):

The provider must hold:

- specialist staff and technical attestant certified-Order 777/2003 of MLPAT on areas A9, B7 and D) with experience in designing infrastructure improvement works for land improvement or similar in terms of complexity and / or utility, such as design services for irrigation works, pumping stations, drainage, drainage, CES, water supply, water regulating, hydrotechnical constructions, -torrents, landscaping, etc. and electrical works up to 20 kV and with the participation of the project manager as a minimum for a similar project, and for the technical expert, the development of a minimum technical expertise in the fields required for attestation.

The experience of the staff will be an assessment factor in applying the award criterion, according to-of instruction no. 1 of ANAP / 2017.

In the case of the first ranked bids, the contracting authority (through SICAP in the "Questions" section) will request re-submission by submitting a new financial proposal (lower than the original ) The new financial proposal will be submitted only after the request of the contracting entitythe contracting authority may require tenderers to supplement or clarify the supporting documents presented as proof of the information contained in the DUAE. Note: In accordance with the provisions of Art. 196 par.
