Elaboration of design documentation DALI phase (including Technical Expertise) PAC PAD POE PTE DE AT (incmaking the fieldwork and documentation necessary to obtain legal approvals and agreements), according to H.G. 907/2016, for the investment objectives - 3 lots - 2 - design:

Main Site: In the irrigation installation Borcea se Sus, Calarasi county

Lot 2 - 87 395 RON, without VAT, of which: design - 84 033 RON, without VAT of which:

- DALI including ET - 32 773 RON, without VAT,

- PAC POE (and PAD - as the case may be) - 5 882 RON, without VAT,

- PTE of - 32 773 RON, without VAT,

- without VAT,

- Documentation of legal opinions and agreements - 4, 202 RON, without VAT,

- Technical assistance from the designer - 3, 362 RON, VAT not included.

For each lot separately, the sole tenderer / associated offeror / subcontractor / third party must get demonsthey do not fall within the provisions of art. 164, 165, 167 of Law no. 98 / 2016.

The manner by which the fulfillment of the requirement can be demonstrated:

The DUAE will be filled in by the economic operators participating in the award procedure with information related to their situation, including associate, subcontractors / third-party supporters. The supporting documents proving the fulfillment of the assumed prin addition to the DUAE, is to be presented, at the request of the contracting authority, only by the first ranked bidder in the intermediate rankings drawn up at the completion of the tender evaluation. These documents are: - - Fiscal attestation certificates regarding the lack of outstanding debts regarding the payment of taxes, taxes or contributions to the general consolidated budget (local budget, buget state, etc.) at the moment of the presentation,

- The judicial record of the economic operator and of the members of the administrative, management or supervisory body of the respective economic operator or of those who have power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / constitutive act,

- According to the case, documents by whichimplies that the economic operator may benefit from the derogations provided in art. 166 par. (2), art. 167 par. (2), art. 171 of the Public Procurement Law 98/2016, - Other editorial documents, as the case may be, - The tenderers, the supporting third parties and the subcontractors must not find themselves in the situations provided by art. 58 60 of Law no. 98 / 2016.

The manner in which it can be demonized• The foreign legal / physical persons will present equivalent documents, issued in accordance with the applicable law in the country of residence, which will be translated into the following documents: the Romanian language.

Note:

The failure of DUAE with the offer (including the associate / tert supporter, subcontractor) or the addition of DUAE inappropriately to the requirements of the data sheet, entails its rejection as unacceptable. It will be presented with the DUAE and the firm commitment of the supportive third party (if any) resulting in the actual manner in which it will materialize its support or, as the case may be, the subcontracting agreement and / or the association agreement.conomic bidders have to prove a form of registration under the law of the country of residence, to make sure that the economic operator is legally constituted, that he is not in any of the situations of cancellation of the establishment and that he has the professional capacity to achieve the activities that are the subject of the contract.

The manner by which performance can be demonstratedof the requirement:

The DUAE will be filled in by the economic operators participating in the award procedure with the information related to their situation. The supporting documents demonstrating the fulfillment of the undertaken by completing the DUAE are:

(a) Certificate issued by the Trade Registry Office,

(b) Attestation Certificate in the design of the works of the IF according to Order 182/2009 of Mithe Ministry of Agriculture, Forests and Rural Development, approving the methodological norms regarding the attestation of natural and legal persons who have the capacity to carry out activities of the IF (Articles 2 and 3), published in the Official Gazette, Part I, [...] details on www.e-licitatie.ro

Provide professional risk insurance for the value of the services, according to the provisions of art. 31-of Law no. 10/1995, republished and in force as of December 11, 2015, valid at the date of presentation, during the period of the services rendered.

The economic operators can access the DUAE for completion at the following link: https://ec.europa.eu/growth/tools-databases /espd/filter.Note: 'Given that the services for the three bids tend to be carried out strictly over the same period of time, for the sake of efficiencythe designing activity and in the sense of allowing as many economic operators to acquire a contract of this type, the contracting authority decided, according to the provisions of art. 141 para. (5) of Law 98/2016, that a tenderer may be assigned only one lot of the three. If a bidder is ranked first in more than one lot, he will be awardedthe lot at which the offered price difference between the first and the second ranked is the highest. This criterion allows the Contracting Authority to make a savings of the contracted value.

In order to meet the requirements applicable to the services covered by the contract, in accordance with the legal provisions, the tenderers will present in the technical proposal:

--of the access to the necessary and mandatory specialists in order to check the quality level corresponding to the basic requirements applicable to the services covered by the contract, in accordance with the legal provisions.

In order to meet the requirements of the technical expert's technical specifications / project leader / coordinator of the project, which consiststhe tenderer will fill in the Form 6 and will present in the technical proposal the documents proving their participation as technical expert and project manager / project coordinator, at least one technical expertise / 1 project for infrastructure works of land improvements according to the requirements of the specifications in point 11:

Requirements-for the company specializing in the design of the works (for all lots):

- "the provider must have:

- specialized personnel and technical expert certified according to Order 777/2003 of MLPAT on fields A9, B7 and D) with experience in designing the works land improvement infrastructure or the like in terms of complexity and / or utility, such asdesign services for irrigation, pumping, drainage, drainage, CES, water supply, water courses, hydro-technical constructions, torrents, landscaping, etc. and electrical installations up to 20 kV) and with the participation in the quality of project manager at least a similar project, and for the technical expert, the minimum of a technical expertise in the fields required for attestation.

Staff experience will be an assessment factor in the application of the award criterion, according to Instruction no. 1 of ANAP / 2017 ".

In the case of first-ranked bids placed for grading, the contracting authority (via SEAP in the" Questions "section) will ask for re-a new financial proposal (lower than initially submitted). The new financial proposal will be submitted only and only upon request of the contracting entity.

The contracting authority may require tenderers to complete or clarify the supporting documents presented as proof of the information contained in the DUAE. 196 par. (1) of Leg98/2016, the contracting authority may require tenderers to submit all or some of the supporting documents as proof of the information contained in the DUAE at any time during the course of a procurement procedure if this is necessary to ensure the proper conduct of the procedure.
