Transport of persons within a zone of the CEA, center of Valduc

The expected service consists in ensuring the transport of people within an area ( 0.4 km) from the CEA, center of Valduc.

Main Site: CEA Valduc Center

The service to transport people within an area of 0.4 km from CEA, center of Valduc:

- Monday to Thursday from 6:00 to 20:00,

- Friday from 6:00 to 18:30,

- Saturdays from 6:00 to 15:00 (estimate: 10 to 15 Saturday by a).

With the establishment of:

- a regular line in the morning (about twenty rotations of 10 min),

- a regular line at mid-day (between 5 and 7 rotations of 10 min),

- a regular line in the evening (about twenty rotations of 10 min),

- on request the reday of the day, between the various stops identified (the estimate is about 20 races a day).

The capacity must be about twenty places. In view of the short distances traveled, it is accepted that people can remain standing.

1) Presentation of applications:

the applicant companies must provide in support of their application:

It is forbidden to accumulate applications:

- as an individual candidate-and a member of one or more groupings, including as a representative, - as a member of one group and as the agent of another.

Newly established companies are entitled to apply. If they are unable to produce some of the documents requested in this route note, they can justify their financial and professional capacities.by other means than those indicated in the present notice and in particular by the presentation of titles or the professional experience of the person or their managers.

2) Special conditions of the execution of the market:

this market is a market classifies at a level that does not require the possession of information or material classified by the proprietor on his premises within the meaning of Article 78the order of 30.11.2011 approving the interministerial general instruction n1300 on the protection of the secrecy of the national defense.

The candidates must imperatively provide:

- either a certificate of a decision of authorization to the required level and being validated by the security officer of the applicant company setting out the reference of the authorization decision-of the DGA,

- a copy of the letter of the application for authorization to the Government Control Unit, to the attention of the Security Officer of the Center Valduc - 21 120 Is-sur-Tille ( file available from the Security Officer, Tel: 03.80.23.50.55, Mel: vadirccg@cea.fr)

The application for authorization must be sent to the Security Officer (quote SUPRA) sWe enclose the envelope in the following way: in paper format in its original version before the date in section IV.2.2 of this notice.

The same steps must be taken for the associated companies, in case of application under form of Momentane Grouping of Companies or for the subcontractors selected by the candidates for this market.to have provided his attestation or the copy of the letter of transmittal of the file of application for authorization or completes the parts requested within the time allotted, the candidate is reputed to have renounced his request for authorization to information classified for the present walk and therefore apply.

Candidate companies must provide a presentation dossier in support of their application.the candidate and, where applicable, each co-contractor, including but not limited to:

- the characteristics of the company: status, legal form, composition of the capital, principal shareholders, shareholdings, representatives engaging the company, total workforce, dimensions, activities, organization chart; a k-bis or equivalent excerpt, - a valid insurance certificate issued by a coinsurance company (and not a broker) for the candidate and each co-contractor where applicable,

- the overall turnover and the turnover of the works covered by the contract during the last 3 financial years available, - the last 3 balance sheets and profit and loss accounts of the economic operators for which the establishment of the balance sheets is obligatory by virtue of the law, - when it appearsa group, a certificate certifying its commercial autonomy and its competitive position vis---vis other companies of the group,

- in case of Momentane Grouping of Companies, provide the grouping agreement or the draft convention

Unless expressly agreed by the CEA, subcontracting is prohibited.

1) Confidentiality and availability of the consultation fileof the enterprises (DCE):

1.1 - pursuant to article 39.II of the decree n2016-360 of 25.3.2016 relating to the public markets, in order to protect the confidentiality of some information, certain documents will be communicated only to candidates admitted to submit an offer.

1.2 - The documents of the consultation contain sensitive information and are the subject of a special mention-, aimed at guaranteeing their confidentiality. In order to allow these documents to be sent in computer format via the platform PLACE or via CD-ROM, candidates must return the document duly signed in support of their application. Otherwise, the sensitive documents can not be sent electronically and will be sent in paper format only by mail.r following the provisions of Annex 3 of IGI 1300 of 30.11.2011;

2 - Submission of applications:

The application will contain all the elements requested in this notice. Any incomplete file submitted may be rejected.

Applications may be submitted either electronically or by mail:

2.1-- formalism for submitting applications electronically:

a) in order to answer electronically, candidates must submit their application on the dematerialisation des marches

platform (https://marches-publics.gouv.fr) by following the steps described in the online user guide (section). The platform is equipped with signed signature and encryption tools. InIn the case of an electronic reply, the electronic signature is required;

b) the candidate must have previously acquired an electronic certificate. Obtaining an electronic certificate takes several days, or even weeks,

c) the candidate can submit to the CEA several electronic answers for the same advice, especially in case of forgetting, correcting, supplementing, and thisbefore the reply deadline as defined in this notice of operation. In this case, the CEA will only take into account the last answer received, previous shipments will not be opened. As a result, the candidate will make all the necessary arrangements to send a complete file to each reply, within the deadlines;

2.2 - formalism specific to the submission of candidacy bymail:

The application will be prepared in 2 copies (1 original and 1 copy) and 1 copy on CD-ROM. In the event of contradictions between the paper version and the electronic version, the first one prevails, in its original version.
