During the execution of the contract the following should be performed: professional sounding of cultural, educational, sports, informational and other events, in accordance with the relevant specifics.its technical specification - Annex No. 1, which is an integral part of the documentation for participation. It is envisaged to include additional events that are not listed in the technical specification given the forthcoming necessity of Varna Municipality or other secondary budget authorizing officer.

The sounding shall be performed in accordance with the attached technical specification - Appendix No. 1, which is an integral part of the documentation for participation. Appendix No 2 contains additional information about any of the larger events from the cultural calendar of Varna Municipality with the specified specific requirements.i for sound system. For good planning it is necessary for the contractor to get acquainted with the cultural calendar of Varna Municipality, which contains information about the cultural initiatives approved for the respective year, their organizers and participants, the place and the period of their holding. The cultural calendar is published at the end of the previous year on the website varnaculture.bg.additional events not specified in the technical specification due to the forthcoming necessity of Varna Municipality or other secondary budget authorizing officer. about 80.

The scope, basic parameters and conditions under whichit will perform the activities included in the scope of the public procurement will be determined in each specific award - internal competitive choice in accordance with Art. 82, para. 4 of the Public Procurement Act

The contracting authority does not impose on the participants the requirements for fitness for professional activity.

The participants should have achieved a minimum turnover for the last 3 financial yearst in the area covered by the contract to the amount of not less than BGN 100, 000 excluding VAT (or the equivalent of the stated value in another currency), calculated on the basis of annual turnover.

The participant declares in Part IV, letter "B. "of the Single European Procurement Document (EDES) these requirements.

In the case of Article 67, paragraph 5 of the Public Procurement Act, the following shall be submitted:the scope of the contract for the last 3 financial years, depending on the date on which the tenderer was created or commenced its activity. status using any other document that the contracting authority considers appropriate.

I. Assignthe applicant shall remove from the procedure a participant for whom the grounds under Art. 54, para. 1 and Art. 55, para. 1, item 1 of the PPA, which occurred before or during the procedure, as well as in the cases of a participant in the procedure, which is an association and there are some circumstances under Art. 54, para. 1 and Art. 55, para. 1, item 1 of the Public Procurement Act for natural and / or legal persons - member of the association. Missing informationor the existence of grounds for removal shall be declared in the OEDOP, Part III.

II. Specific national grounds for exclusion to be declared in Part III of the EDES:

1. The participant shall declare the absence or presence of a conviction for a crime under Art. 194-208, Art. 213a-217, Art. 219-252, Art. 254a-255a or Art. 256-260 of the CC.

2. The participant should not be connected lwith other participants in this procedure, in accordance with Art. 101, para. 11 of the Public Procurement Act

3. The participant should not be found with a penal decree or court decision entered into force, violation of Art. 61, para. 1, Art. 62, para. 1 or 3, Art. 63, para. 1 or 2, Art. 228, para. 3 of the Labor Code or similar obligations established by an act of a competent authority under the law of the State, inwhich participant is identified.

4. For the participant no violation under Art. 13, para. 1 of the Labor Migration and Labor Mobility Act;

5. The circumstances under Art. 69 of the Anti-Corruption and Forfeiture of Illegal Acquisition Act;

6. The participant shall meet the requirements of Art. 3, item 8 and art. 4 of the Law on ikonomic and financial relations with companies registered in preferential tax jurisdictions, their controlled entities and their beneficial owners by a participant / subcontractor, such as: not registered in a preferential tax regime; is not controlled by a company incorporated in a preferential tax jurisdiction. In case the participant does not apply the specialFor reasons of national exclusion, it is sufficient to indicate the option "No" in Part III, Section D of the OEDP.

III. in the contract notice or in the documentation or who has submitted a tender which does not meet the previously announced conditionsor does not meet the rules and requirements related to environmental protection, social and labor law, applicable collective agreements and / or provisions of international environmental, social and labor law, or has not submitted a justification under Art. 72, para. 1 of the PPA, or whose offer was not accepted in accordance with Art. 72, para. 3-5 of the PPA, or who has submitted a tenderwhich does not qualify for presentation, including form, manner and time, as well as affiliates.

IV. When signing a framework agreement, potential contractors do not make a performance guarantee. The performance guarantee of this public procurement shall be presented in one of the forms under Art. 111, para. 5 of the PPL. Pursuant to Art. 111, para. 2 of the Public Procurement Act, the contracting authority supportsshare a contract performance guarantee of 3% of the contract value to be paid by the winning bidder to the client`s account or to provide a bank guarantee or to provide insurance that guarantees performance by covering the contractor`s liability before signing the contract. The performance guarantee shall be forfeited and releasedin accordance with the terms of the draft contract.

V. Award criterion: the most economically advantageous tender will be determined on the basis of the lowest award criterion. Evaluation of Bids: for the conclusion of the Framework Agreement will be carried out under the indicator "Maximum unit prices for the sounding of each of the events calculated as a total value";the "Firmly Agreed Unit Prices for Sounding of Each of the Events calculated as Total Value" indicator.
