The subject of the procedure is the delivery of a brand new, unused, unmaintained, physical and third party equipment along with transport, unloading, bringing, assembling, installing these equipment elements for which installation is required and carried outinstruction in thermal engineering and renewable energy at the CKP in Kaczki Średnich within the framework of the project "Modern technologies in vocational education as an element of economic development of the functional area of the Turkish and Koło poviats", Wielkopolska Regional Operational Program for 2014-2020, Priority Axis 9 "Infrastructure for capof the human tract ", Action 9.3" Investing in the development of education and training infrastructure ", Sub-measure 9.3.2" Investing in the development of vocational education infrastructure ".

Including transport, unloading, bringing, assembly, installation those elements of equipment for which installation is required and carrying out the instruction, which are equipment for the workand thermoengineering and renewable energy in the CKP Agricultural School Complex in Kaczki Średnich as part of the project "Modern technologies in vocational education as part of the economic development of the functional area of the Turkish and Koło poviats", Wielkopolska Regional Operational Program for 2014-2020, Priority Axis 9 "Infrastructure for capital ", Measure 9.3" Investing in roof the educational and training infrastructure ", Sub-measure 9.3.2" Investing in the development of vocational education infrastructure ".

The detailed description of the subject of the order is attached as Appendix 1 to the Terms of Reference. The description contains minimum requirements.

The Awarding Entity does not specify specific conditions for participation in the present proceedings regarding: 1) competence or entitlements to conduct specific activities2) economic or financial situation; 3) technical or professional capacity. The orderer does not reserve that only protected employment enterprises and other contractors referred to in art. 22 ust. 2 pzp. The ordering party in the proceedings, based on the provisions of art. 24aa pzp, will first evaluate the offers and then examine whether the Contractor, which offer has been selected as the most advantageous, it is not subject to exclusion and meets the conditions for participation in the proceedings. The contractor, who invokes equivalent solutions described by the customer, must demonstrate that the supplies it offers meet the requirements specified by the ordering party (Article 30 paragraph 5) PPL). In all provisions of the SIWZ and its annexes, in whichThe contracting authority refers to standards, European technical assessments, approvals, technical specifications and systems of technical references in accordance with art. 30 para. 4 of the Public Procurement Law, the Employer allows equivalent solutions to be described. In the case where the names of the devices of particular producers are given in the description of the subject of the order, this should be treated only as a description of the desired standard and howbones. In all such situations, the Contractor may offer equivalent products or devices with at least the same parameters. The equivalence of the product is understood as the offer of a product whose technical parameters of the materials used are at least the same as those described in the SIWZ. In the event of offering a solvency solution, the Contractor is obliged to demonstrateequivalence of the solutions applied. The Contracting Authority shall consider the offers incompatible with the ToR with devices with a specification other than those specified in the ToR and with parameters lower (worse) than those mentioned in this specification and thus such offers will be subject to rejection. Based on Article. 22 ust. 1 point 1 and 2 Public Procurement Law, the Contractors, who:

1) can not apply for this order-are subject to exclusion, 2) meet the conditions for participation in the procedure specified by the ordering party in the contract notice. The Contractor may apply for the award of this contract, who are not subject to exclusion from the procurement procedure pursuant to Art. 24 sec. 1 item 12 - 23 and art. 24 sec. 5 point 1 of the Public Procurement Law The tender of the excluded contractor is considered rejected (Article 24 paragraph 4 of the Public Procurement Law) .3. The contracting authority may exclude the contractor at any stage of the procurement procedure (Article 24 paragraph 12 of the PPA). On demonstration of non-exclusion, the Employer will demand the documents specified in Chapter VIII. concerning: 1) technical or professional capacity; 2) competence or urights to conduct a specific professional activity;
