Przedmiotem zamowienia jest kcomprehensive supply with assembly of 572 solar collector installations with a minimum installed capacity of 1.9 MW but less than 2 MW implemented as part of the project "Purchase and installation of solar collectors in the Łaziska Commune." The concession is co-financed from the EU funds under the Regional Operational Program of the Lublin Province for the years 2014-2020, Priority Axis IV, Measure Energyenvironment friendly 4.1 Support for renewable energy use

The subject of the order is a comprehensive supply with assembly of 572 solar collector installations with installed capacity of minimum 1.9 MW but less than 2 MW implemented under the project "Purchase and installation of solar collectors in Łaziska commune. "The commune is co-financed from the EU within the framework of the Regional-Operational Program of the Lublin Voivodeship for the years 2014-2020, Priority Axis IV, Measure Environment-friendly energy 4.1 Support for the use of renewable energy sources.

1. The order includes, among others:

1.1. delivery and assembly based on the technical documentation of the collector set for the preparation of hot and cold water together with the structure adapted

To the place of assembly,

1.2. foundation of the heater c. wu.

1.3. connection of the heater c. w. u. to the existing installation c. w. u., circulation c. w. u., c. o. and z. w.,

1.4. execution of the installation connecting the collectors with the heater c. w. u.,

1.5. assembly of fittings, automation system, pump unit, diaphragm vessels and other elements of the installation,

1.6. installation of the control system,

1.7. rinsing and pressure testing of installations,

1.8. filling, pressure tests for leak tightness of the installation and checking the proper functioning of the safety valve, venting and correct pressure,

1.9. securing places of penetration and passage of pipes in internal and external building compartments, flashing of pipes, supplementation of walls' defects, roofs, sealing of roofing after transitionsfaulty, restoring the soil to its original state,

1.10. commissioning of the system start-up and regulation,

1.11. switching on the installation under voltage, checking the correctness of operation,

1.12. User training,

1.13. preparing a user manual and providing it to Users,

1.14. development of as-built documentation,

1.15. execution of wires for the installation of fittings and devicesc. o. and cold and hot water, necessary for connection to the solar system, other elements included in Annex 1 to the ToR (technical documentation) and the model contract constituting Annex 2 to the ToR.

2. A detailed description and scope of the subject of the order is provided in the technical documentation and model agreement. The contracting entity requires that during the assembly the requirements of disabled people and access should be taken into accountthe control elements for them (assembly should be carried out in a manner that ensures the possibility of performing maintenance activities for disabled people, especially those moving on wheelchairs).

The ordering party does not specify a condition in this respect.

1. In order to confirm the fulfillment by the contractors of the conditions for participation in the proceedings, a document must be submitted confirming that the contractor is-insured against civil liability in the scope of conducted activities related to the subject of the order for a guarantee sum not less than PLN 2, 500, 000

2. The Contractor may, in order to confirm compliance with the conditions of participation in the proceedings, rely on the technical or professional capacity or financial or economic situation of other entities, regardless of the legal nature of the mergerhis relations with them.

3. Contractor who, in order to confirm compliance with the conditions of participation in the proceedings, relies on technical or professional capacity or financial or economic situation of other entities, regardless of the legal nature of their relations with them, must prove to the Ordering Party that the order will have the necessary resources of these entities, inby presenting the obligation of these entities to provide them with the necessary resources for the needs of the order.

4. In the case of contractors jointly applying for the award of the contract, the conditions for participation in the procedure referred to in point 5 must be met by the contractors jointly.

5. To confirm the fulfillmentand the condition of participation in the proceedings, the contractor is obliged to demonstrate that the Contractor has insurance against civil liability in the scope of activities related to the subject of the order for a guarantee sum not less than PLN 2, 500, 000

1. Contractors who are not subject to exclusion from art. 24 sec. 1 and 5 points 1, 2, 4 and 8 of the Pzp oraz meet the conditions for participation in the proceedings.

2. The Contractor is obliged to attach to the offer a statement on not being subject to exclusion and fulfilling the conditions for participation in the proceedings in the form of a single document - EAT. EAT should be sent in electronic form with a qualified electronic signature.

3. In the event of joint application by contractors, the JEDZ shall submit-each of the contractors jointly applying for the order.

Statements of the entities submitting a joint offer and entities providing the potential submitted on the EAT form should take the form of an electronic document, signed with a qualified electronic signature by each of them to the extent that they confirm the circumstances referred to in Article . 22 ust. 1 Public Procurement Laws

4.The Contractor who refers to the resources of other entities in order to demonstrate the absence of grounds for exclusion and compliance with them, to the extent in which he relies on their resources, the condition of participation in the proceedings also consists of EED regarding these entities. At the request of the Employer, in order to confirm the lack of grounds for exclusion of the Contractor from participation in the proceedings, the Contractor is obligedis to submit information, certificates, excerpt and statements referred to in - 5 items 1, 4, 5 and 6 of the Ordinance of the Minister of Development dated 26.7.2016 on the types of documents that can be requested by the contracting authority from the contractor in the proceedings for the award of the contract (Journal of Laws of 2016, item 1126) relating to the Contractor and subjects referred to point 4.

6 . If the Contractor is established or mthe place of residence outside the territory of the Republic of Poland, as well as in the case where the person whose document relates is residing outside the territory of the Republic of Poland, the principles set out in - 7 and 8 above apply. Regulation.

7. Contractor who is subject to exclusion pursuant to art. 24 sec. 1 point 13 and 14 and 16 20 or par. 5 points 1, 2, 4 and 8 of the PPL, may presentevidence that the measures taken by him are sufficient to demonstrate his reliability. The provision of the first sentence shall not apply if the contractor, being a collective entity, has been the subject of a final court decision prohibiting him from applying for the order and the period of validity of that prohibition does not expire. The Contractor is not subject to exclusion, if Orderingy, taking into account the weight and special circumstances of the contractor's action, it will consider sufficient evidence presented on the basis of point 7.

9. Contractor, within 3 days from the date of posting on the website information referred to in Article 86 para. 5 of the Public Procurement Law, submits to the Ordering Party a declaration of belonging or non-affiliation to the same capital group as referred to in art. 24 sec.1 point 23 of the Public Procurement Law. With the submission of a statement, the Contractor may provide evidence that links with another Contractor do not lead to distortion of competition in the contract awarding procedure. The contractor is excluded from the contract award procedure in respect of which any of the circumstances referred to in Article 24 sec. 1 and 5 points 1, 2, 4, 8 Public Procurement Laws

11. In the PRsubject to the procedure, the procedure specified in art. 24aa of the Public Procurement Law

12. The period of being bound by the offer referred to in point IV.2.6) of the Announcement is 60 days.

13. The Contracting Authority provides for the possibility of annulment of the procedure for granting the order on the basis of art. 93 para. 1a of the Public Procurement Law, if the funds, which the contracting authority intended to allocate to finance all or part of the ordersia, they were not granted.
