The acquisition of a National license for the use of software for the production of CO2 balance sheets by the municipalities and municipal authoritiesin North Rhine-Westphalia, the district governments, the RVR and the state of North Rhine-Westphalia.

The subject of the contract is the acquisition of a license to use German-speaking software, Web-based data entry for the creation of energy and CO2 balance sheets by the communityand municipalities, the administrative districts and the state of North Rhine-Westphalia. In addition, the country license advertised here must include a second independent access for the 53 municipalities of the Regionalverband Ruhr (RVR).

The software must provide the users with the necessary data technology requirements for the preparation of energy and CO2 balance sheets. Here are u. a. the following criteria

1) providing an annual start-up report;

2) data check / data check;

3) community function;

4) user handling;

5) accounting areas;

a) municipal administration;

b) households;

c ) Economy;

d) transport;

e) energy production;

6) weather correction.

The CO2 balance sheets should help to identify potentials for reducing energy and CO2, and u. a. aProvide decision support with which cost-benefit ratio which climate, energy and financial policy objectives can be achieved.

The provided software for the preparation of an energy and CO2 balance at the beginning of performance (1.4.2019) must be at least BISKO conformity and complies with the SECAP requirements.

2) To demonstrate the appropriateness:

Tenderers who do not have any experience in references (eg newly established companies) must indicate this and provide other supporting documents that allow the assessment to be made required professional aptitude.

3) Regarding the award procedure wNatural and legal persons are admitted as individual companies (bidders) or as a grouping of natural and / or legal persons as consortia (BGs). The multiple participation of a company as a single bidder and as a member of a BG is basically inadmissible and leads i. d. R. to exclude all tenderers involved from the tendering procedure. BeIn a grouping of BGs, form 531 EU is to be completed and signed;

4) For consortia, evidence of economic and financial viability is required from all members of the Group;

5) Where parts of the contract are to be subcontracted specify the appropriate scope and content of the partial service (seeForm 532 EU) and a subcontractor's letter of commitment (see Form 533 EU); 6) If the above documents are not submitted by the deadline for the submission of tenders, we will exercise discretion, in accordance with the principle of equal treatment, to provide for missing, incomplete or incorrect company-related documents, in particular self-declarationn be submitted later, completed or corrected. Missing or incomplete performance-related documents can only be submitted later or completed if they can not be included in the evaluation decision according to the award criteria and thus can influence the ranking of scores. From this Nachforderungsmoeglichkeit we will use only for the offerswho are shortlisted. Requested documents must be submitted to the client within a period of 48 hours from submission of the subsequent request;

7) Communication / Questions:

Communication in the tendering procedure takes place exclusively via the communications room of the Vergabemarktplatz (VMP).
