March of services relating to the maintenance of the computer application of the FSE agency for programming 2014-2020, and the development of functionalities for programming 2021-2027

The IT solution is the everyday management toolise by the services of the FSE agency. It meets the needs of the FSE agency and the directives of the European Commission. It provides the interface between the FSE agency on the one hand and the public or private bodies approved under the European programs managed by the FSE agency, certification and external control bodies (administrations or public services or similaror their representatives, the European Commission's control services or their representatives). It presents an interface accessible to the FSE operators in order to take the necessary actions to follow up their projects by the FSE agency (activity report, trainee file, annual balance file).

Types of mission:

1) Mode missions project: consequent missions related to the evolution of thesolution and treated like projects;

2) Small missions concerning the correction of small application bugs or small evolutions of the solution,

3) Support missions after crash system.

I) The missions in mode.

The following missions are examples of mode missions, types that could be ordered to the contractor through purchase orders. The content of the said putcan be adapted according to the requirements at the time of the order.

a) Mission project 1: create a module of writing in the interface operator.

It would be to allow the agency FSE for certain accesses of encode warning messages in the operators interface, eg on extension times for report validation;

b) Project assignment 2: application formof modification.

At each government decision the operator completes a final ESF project which he must validate. It is then valid by the manager and decided by another manager. Once the status of the file is, a project sheet with a resume of that is generated in PDF. The operator has the possibility of submitting a request for modification of his project (budget, administrative, pedagogical, etc.). For the moment, the operator completes a modification request Word document (appendix 1).

It would therefore be a question of developing this form online via the interface of the operator. The manager in its interface could open this form in writing to the operator. Once complete and valid by the operator, a PDF is generated containing the whole formarea. In the AFSE interface the manager and the director must be able to comment on this one. A massive extraction of all the requests for modifications as well as comments from them could be done

c) Project mission 3: application file

The European programs for the Structural and Investment Funds have a duration of 7 years. The next will be between 2021 and2027.For the calls for projects, it would be to redo the application file;

d) Mission project 4: injection of the financial table

The FSE operator annually injects a financial balance file on the basis of a Excel template that shows all the expenses. The job is to reproduce the rules of the excel file in appendix so that when injecting it into the systeme, all is recalculated.

II) Small missions (bug fixes and evolutions)

The contractor will provide the PA a dynamic communication tool for the management of problems or evolutions;

III) Support after crash system

En In the event of a technical problem on the hosting infrastructure of the solution, the successful tenderer will eventually be called upon to assist in assistingequipments of the ETNIC in the re-commissioning of the application.
