Creation of a specialized procedure for staff and parliamentary compensation

The Matters Unit, staff remuneration, budget, currently has two specialized procedures for managing the data of Members and their staff, as well as travel and attendance fees.

In the section AffairsDeputies, staff compensation, the budget are currently 2 specialized procedures for managing the data of Members and their staff, as well as the billing of travel and attendance fees. The program for the management of the deputies, as well as the billing of travel and attendance fees bears the name Absy (Members' compensation system). It has uevia an interface to SAP, via which, however, only travel reimbursements are paid out. The program for managing the data of employees in relation to individual Members bears the name Mibes (employee compensation). Interfaces to other systems do not exist in this case. Both programs were specially designed by the IT department of the Landtagof the respective areas. The payment of the current remuneration of the members and their employees is effected via the program "Daisy" at the State Office for Salary and Employment Baden-Wuerttemberg (LBV) .There is no interface to this system, so that the necessary data must be recorded separately in this system Both programs have been in the E for many years(absy since 1998 and Mibes since 2006) and technically obsolete. A further development is therefore no longer possible. Furthermore, it is to be feared that the programs after conversion to a new Microsoft Windows version no longer or no longer work properly. A new development by the IT department of the state parliament of Baden-Wuerttemberg is not for personal reasons-possible. The service should therefore be outsourced. In addition to the existing functions, new application possibilities are to be created, such as the billing of subsidies for information and communication facilities (ICT grants).
