Contactless EMV and ABT solution for De Lijn.

De Lijn wishes for a cordless EMV ("cEMV") and Account Based Ticketing "ABT") solution. The scope includes both the purchase of a Software as a Service ("SaaS") solution and the related maintenance services for all Account Based Ticketing back office features like the purchase and installation of the cEMV vehicle terminals and cEMV controllers. The framework contract has a term of 10 years. The cutlery is divided into 2 lots (cf II.2.4).

Lot 1 has a wide scope, which must be delivered by a single supplier or by a consortium. The plot includes back office services, acquiring serviceand vehicle terminals and control devices.

The back office services consist of Software as a Service cloud services. Whenever a traveler loses his debit card on a terminal, that tap transaction is processed in that back office service and translated into a payment amount, for example 2 EUR at a step, 0 EUR at a changeover. An ABT back office can be lost with payment cards verwork, but also with Public Transport Company ("OV") cards (Calypso standard in Belgium). When both groups of travelers use the cEMV / ABT solution, some hundred million losses will be recorded per year (source: De Lijn annual report of 2016).

Because of the placement of all ticketing intelligence in a central back office, ABT allows solutions om can easily work with different government rates, peak / valley rates, etc.

Lot 1 contains the back office service package with the following recurring services:

* The core ABT back office service that taps into payrolls using the cEMV transit rules or other payment methods (eg SEPA Direct Debit); * * acquisition services, which pay a payment in the event of a payment cardtransaction initiation (from traveler's bank) and the daily total amount deposited on De Lijn's account;

* audit services that allow a line controller to check if a traveler has his card captured at a terminal;

* device management services which monitor the "health" of each terminal and each control device and escalate an incident to defects in case of defectsChe services of De Lijn;

* key management services that adequately secure the devices and services with security keys.

Lot 1 also includes the one-time purchase of:

* 5, 000 to 10, 000 terminals (suspected amount) that can be tapered of cEMV payment cards and OV cards;

* 350 control devices (suspected amount);

* back office setup services;

* documentation-of APIs.

The ABT back office service must integrate with the following De Lijn back end systems:

* a CRM / CDI and Product Sales system that maintains account information (purchased travel product contracts per account);

* a rate matrix that charges the rates per travel product maintains;

* an ERP system with all the line accounting features;

* a BSS system to be fed with tap transaction infoormation for strategic business reporting;

* an IM / SSO system that provides seamless access to the end user to the ABT back office customer service functions;

* an OV card management system in which the validity of OV cards used on the system can be retrieved; PKI system with its RA and CA to ensure system and device security.

This is a pre-announcement with the main purpose that interested parties can start looking for partners for a consortium if necessary. The pre-announcement does not oblige De Lijn to publish a specifications and / or a scoping procedureThe registration form and the inventory must be submitted in Dutch. The remainder of the tender must be submitted in Dutch or English.

Lot 1 and Lot 2 each will have their own set of award criteria. For both parcels, price is not the only award criteria. Other award criteria with a view to the quality of the solution and the experience of-The supplier will be added to help De Line to select a supplier who is qualified and has experience in delivering the assignment as soon as possible (first pilot preferably within 1 year after awarding the tender). The framework contract has a maturity of 10 years.

Indicative dates:

* Starting contract (award): 1.8.2018;

* End of contract: 31.7.2028.

After the award, eeProvides a period of development and configuration, possibly divided into different phases with increasing functionality:

* Phase 1 with full cEMV functionality is scheduled to live in 2019;

* Phase 2 with full ABT functionality is scheduled to live in 2020 .
