March for the establishment of the future GHT Lorraine Nord e-health portal

The purpose of this invitation to tender is to choose a candidate capable of setting up the future portal e-health of GHT Lorraine Nord.

Procedure with negotiation according to articles R. 2124-3 and R. 2161-12 to R. 2161-20 of the code of the public ordere. The e-health portal is an integral part of a digital care territory project named for Lorraine Nord Sante information and liaison system. The call for tenders launched by the CHR Metz-Thionville is a procedure with negotiation, defined in Article L. 2124-3 of the code of the public order. Despite the nature of the project, the CHR does not want prototype software, but a solutionwho has already been deployed in a hospital or GHT. The candidate will specify the list of his references with the names and contact details of the persons to be contacted. It is on the basis of this base, which will have proven itself elsewhere, that will be developed the specific functions of Sillons (18 tele services to be set up on behalf of patients and healthcare professionals of GHT:appointments, preadmissions and payment on the internet, secure patient account, secure health professional account, mobile applications of care sector, etc.). The Sillons portal will have to combine ergonomics, portability, mobility, traceability security and perfect adequation with the health programs promoted by the Ministry of Health (DMP, MMR, SNAC, CPTA, MS Sante, etc.), in the lineof the digital job site of.

This contract is conducted by negotiation procedure, and in a restricted form, candidates are invited to submit their application on the basis of the procedures described in this notice for the 20.12.2019 at 12:00. They will then be informed by mail for the bidding phase. The procedure takes place in successive phases in order to reduceogressively the number of solutions to discuss or offers to negotiate. The consultation is that of the procedure with negotiation according to articles L. 2124-3, R. 2124-3 and R. 2161-12 a R. 2161-20 of the code of the public order. The need of the CHR Metz Thionville can not be satisfied without adapting solutions immediately available and consists of an innovative solution. The market comprisese design benefits. After submission of the initial offers by the candidates admitted to submit offers, there will be a 1 round of negotiations. The CHR of Metz Thionville reserves the possibility of organizing a second round of negotiations as needed. Finally, candidates will be invited to submit a final offer.
