(19047) 609 WTO Journal Data Analysis Tool

The purpose of the tender is to select a competent bidder, reliable and efficient for the supply, configuration and implementation of an application (standard) resp. a solution (standard) and servicesassociated complementary (such as parameterization), training and others, for the analysis of log data in accordance with the requirements and intended use as well as for the operation and maintenance (maintenance and upkeep) of the application in a condition corresponding to the requirements throughout the service period to be agreed - provided that the contracting authority makes use ofof the corresponding option.

The aim of the call for tenders is to select a competent, reliable and efficient bidder for the supply, configuration and implementation of an applicationation (standard) resp. a solution (standard) and related complementary services (such as parameterization), training and others, for the analysis of log data in accordance with the requirements and intended use as well as for operation and maintenance (maintenance and maintenance) of the application in a state corresponding to the requirements throughout the period of performanceto be agreed - provided that the contracting authority makes use of the corresponding option.

The proof of qualification listed below must be provided in its entirety and without restriction or modification at the same time as the offer, otherwise it will not will not be involved in the latter.

Cdq01 Economic / financial capacity

The tenderer has the economic capacityfinancial / financial information necessary for the execution of the mandate.

Proof:

Excerpt from the register of prosecutions not more than 3 months old at the time the contracting authority requests it. For foreign bidders, equivalent foreign official document recently issued.

Cdq02a Respect for the principles of the procedure

The tenderer confirms that he and his subcontractors respect the procedural principles mentioned in the formConfederation Procurement Conference (CA).

Proof:

Applying a legally valid signature on the CA form (Annex 4). This proof must be submitted with the tender by all the tenderers.

Cdq02b Supplementary justification concerning the respect of equal pay between women and men

Additional justification concerning the respect of the equalitypay between women and men. Bidders employing more than 50 people and their first-tier contractors employing more than 50 people must demonstrate that pay equity is respected not only by signing the form, but also by demonstrating that their pay practices have been verified.

Proof that respect forEqual pay for women and men has been verified by one of the following means:

- Logib self-monitoring tool (https://www.ebg.admin.ch/ebg/en/home/benefits/tool-d -autocontrole - logib.html). The sheet must be duly signed or

- controlled by a state body. The confirmation or certificate attesting to the control must be provided or

- analyzes of the equal pay bythird parties, provided that the standard analysis model of the confederation (https://www.ebg.admin.ch/ebg/en/home/topics/work/social-social-platform/test-controls-in-the- -Works-Public.html)

The OFG maintains a list of companies and organizations that offer employers an independent and unbiased analysis of pay equity with the standard analysis modelof the confederation (https://www.ebg.admin.ch/ebg/en/home/topics/work/balance-equality/salarial-legal-control/analysis-by-the-workers.html).The document or the certificate attesting the analysis must be provided.

This proof must be provided only on request, within a period of 10 calendar days from that date, after the submission of the tender and before the award of contract.

Cdq03Experience

The Bidder has gained sufficient experience in performing projects comparable to this mandate in terms of the scope and complexity of the services. He attests this experience by providing 3 references of these 3 last years (date of reference: deadline of submission of the offer). A reference is compatible with the required experience in particularif the Bidder has experience in journal data analysis projects with a minimum of 500 GB of analyzed data per day over a continuous period of at least 30 days.

General Conditions: Performance under the General Conditions (GC) of the Confederation:

- for the purchase and maintenance of computer equipment (edition of October 2010, state of June 2019),

- for the acquisition and maintenance of standard software (October 2010 edition, state of June 2019),

- for business contracts ins the IT domain and for the maintenance of individual software (October 2010 edition, June 2019),

- for IT services (October 2010 edition, June 2019). These can be consulted at www.bbl.admin.ch documentation section CG.

Negotiations: are reserved. The requesting service engages in price negotiations only whenparticular circumstances require it, in particular where the requirements need to be clarified or specified, or where the price is unusual.

Conditions governing the procedure: the adjudicator awarding public contracts for services in Switzerland only to tenderers who ensure compliance with the provisions on the protection of work and working conditionsas well as equal pay for women and men. If the service is performed abroad, the tenderer shall at least comply with the fundamental conventions of the International Labor Organization referred to in Annex 2a of the PCO. The form of the Confederation Procurement Conference (CA) must be signed and attached to the offer.

Other indications: in the context of thiscall for tenders, only optional services (ie without a binding basic order) will be awarded. The adjudicator is free to order all or part of the services which are the object of or to renounce them entirely. The tenderer does not have the right to call on optional services. The adjudicator reserves the right to have the services performeds in favor of other services requesting from the federal administration. The acquisition will be subject to the state of progress of the project and the availability of credits. Bidders retained by the awarding party are required to adjust their prices in the event that market prices fall during the contract period. The date of partial and / or complete delivery is decisive forjudge of a possible fall in prices. A new invitation to tender remains reserved if, over time, the selected tender is no longer the most economically advantageous.

Indication of the remedies: in accordance with art. 30 LMP, this publication may be attacked within 20 days of its notification by the Federal Administrative Court, PO Box, 9023 St. Gallen. Theappeal, to be presented in 2 copies, will indicate the conclusions, reasons and means of proof and will bear the signature of the appellant party or his representative; a copy of this publication and the exhibits invoked as evidence will be attached, when available.
