Building Information Modeling (BIM) Partnership GEM (Operations Management Maintenance) SNCF Gares & Connexions

This market is a partnership of innovation follows the technique of a mixed framework agreement (with purchase orders and subsequent markets) after anegotiated procedure with prior call for competition, in accordance with the European directive 2014/25 / EU and articles L. 2172-3 and R. 2172-20 and following of the code of the public order.

It s` is an innovation partnership with one or more actors of the building sector (grouping possible) to design, develop and deploy a solution of BIM GEM appliedat SNCF Gares et Connexions stations.

BIM methods and tools contribute to the wealth management strategy of SNCF Gares & Connexions. They make it possible to standardize the storage and maintenance processes of data management.

The goal of SNCF Gares & Connexions is to build and deploy an innovative software environment allowing the expmobility (nomadic) mobility of heritage data from information systems trades from digital models, and facilitate decision-making.

The market is structured in 2 large parts:

- Research and development (2 years):

- phase 1: intellectual services, production of digital models, production of object libraries, IT development, security ofIS and data, IA and Machine Learning

--- POC (the Proof of Concept or),

--- production of digital models GEM,

--- development of a prototype BIM platform GEM on 2 sites (1 year),

--- validation of the POC decisional milestone continuation of the partnership.

- phase 2: integration and deployment of the prototype on 10 sites (1 year)

--- Validation of the integration decisional milestoneite of the partnership

- Acquisition and subscription:

- phase 3: deployment on a forecast volume of 122 stations segment stations (part has purchase orders, 4 years of planned deployment time) then, according to the needs of SNCF G & C, on the segment stations (962 stations in 2019) and (1, 909 stations in 2019) (part in subsequent steps), as well as the services associated.in particular, the training of SNCF Mobilites` staff in the use of the BIM GEM tool or the maintenance in operational conditions of the latter. They are described in detail in the draft Special Conditions of Contract (SPC), which is included in the Companies` Consultation File made available to applicants. No minimum order volume isunder phase 3.

It is further specified that phases 2 and 3 are limited to a commitment option for SNCF Mobilites, which reserves the right to terminate the partnership at the end of each phase., in accordance with Article R. 2172-31 of the Public Order Code.

It is recalled that in application of the law for a new railway pact (law n 2018-515 of 27.6.2018), the subsidiary of SNCF Reseau in charge of the managementUnified passenger stations will be substituted in the rights and obligations of SNCF Mobilites under the award and execution of the innovation partnership.

Important: the particularly sensitive nature or confidentiality of the information contained in the documents of the consultation imposes on economic operators wishing the projectthe signing of this agreement, the documents of the consultation can not be transmitted to the economic operator.
