Implementation of public e-services, intra-administrative services, new IT solutions and modernization of the document flow system as part of the implementation of the "Modern Police for Lesser Poland" Project - Reference Number: ZP.82.2019

The subject of the orders is: implementation of 6 public e-services, implementation of 4 intra-administrative services, implementation of new IT solutions in the field of: digitization of access, communication between the victim and the case officer and modernization of the document circulation system, along with the necessary IT infrastructure.

1. The subject of the contract is: implementation of 6 public e-services, implementation of 4 intra-administrative services, implementation of new IT solutions in the field of: digitization of access, communication between the victim and the case officer and modernization of the document circulation system, az with the necessary IT infrastructure.

2. The turnkey order specified in item 1 is composed of:

1) preparation of documentation,

2) modernization of the current environment and development and implementation of new elements of a complete platform of public and internal administration e-services, implementation of new IT solutions in administration together with the necessary infrastructure theseIT including delivery and implementation of modern ICT equipment and software, necessary for the proper launch and maintenance of planned solutions,

3) conducting briefings,

4) providing warranty service with the necessary support services, providing care, consulting, working hours of programmers / engineers.

3. The Contractor is obliged to performthe subject matter of orders with the utmost care, efficiency and in accordance with best practice and professional knowledge, in accordance with the agreed schedule

4. A detailed description of the subject of the order, including defining the stages of individual works, requirements for instructions and warranty conditions is contained in Annex 2 to the ToR. Description of the subject of the order.

5. As part of the implementation ofiotu of the Contract, the Contractor will provide warranty services and technical support, for the entire launched environment and for elements currently functioning in the ICT environment implemented in the course of construction of the MPEKP Małopolska Platform of Electronic Police Communication launched in 2013 in accordance with the requirements of the ToR.

6. The contractor requires a 5-year periodguarantee from the date of approval of the final acceptance protocol for the System components: blade housings, blade servers, matrices, SAN.

7. The ordering party requires a 3-year warranty from the date of approval of the final acceptance protocol for the remaining elements of the System, including technical support and consultations. The place of implementation of the orders are Police units of the province Małopolskie.

9. He places the orders on the subject of the orderalso the implementation of obligations related to the promotion of the project, including:

1) Delivery and installation of small commemorative plaques (A3 format) in the Małopolska Police garrison units covered by the project, without KWP Krakow and Municipal Police Headquarters in Krakow, Tarnow and Nowy Sącz. The plates will be placed inside the rooms, in places agreed with the Ordering Party and will contain infan oration regarding the name of the beneficiary, the title of the project, the project`s purpose, the FE and EU logo set and the coat of arms or the official promotional logo of the Malopolska province;

2) The obligation to put the stickers on the devices and equipment provided under the contract.

10. The detailed requirements for the promotion of the project are contained in Annex No. 8 to the Terms of Reference. Contract draft.

11. Attention! Subject orderThe contract includes the option rights in the form of 500 sets: Client equipment type I office software operating system antivirus software. The option right in this case means that the Purchaser will purchase 3720 sets, and the remaining 500, depending on the price of the best offer. The decision regarding exercise of the option right will be made prior to the conclusion of the contract. Using the option rightmay apply to a part of the option (less than 500 sets)

12. In order to confirm that the equivalent products offered meet the requirements specified by the Employer, Contractors must provide along with the offer:

1) technical documentation confirming that the offered products meet the requirements described in OPZ ;

2) full terms of the license. equivalent,

3) list of full functionalityof software. equivalent,

4) full conditions and scope, Equivalent

Contractors who, pursuant to Art. 22 par. 1 PPL: meet the conditions for participation in proceedings regarding competences or entitlements to conduct a specific professional activity, in accordance with art. 22 par. 1b point 1 of the PPL. The ordering party does not place specific requirements related to competences orb the rights to bring a specific professional activity.

List of statements or documents confirming compliance with the conditions of participation in the proceedings and no grounds for exclusion.

1. A statement constituting preliminary confirmation that the contractor is not subject to exclusion and meets the conditions for participation in the proceedings in the form of a Single European Order Document (EIN).

2. Commitmentreferred to in chapter XII.3 of the Terms of Reference, signed by the entity for the resources of which the Contractor is composed (submitted only in the original), if applicable.

3. Contractor within 3 days from the date of posting on the website information referred to in art. 86 par. 5 of the Public Procurement Law, will provide the Employer with a declaration of belonging or non-affiliation to the same capital group, for whichmentioned in art. 24 sec. 1 point 23 of the Public Procurement Law. With the submission of a statement, the Contractor may provide evidence that links with another Contractor do not lead to distortion of competition in the procurement procedure. The contracting party, prior to the order being awarded, will call the Contractor whose tender will be the highest rated, in accordance with art. 26 par. 1 Pzp, to submit valid on the day of lodging obenefits and documents confirming the circumstances referred to in Chapter XII, para. 1 of the Terms of Reference, subject to paragraph 6 and 7.

In accordance with - 13 of the Regulation of the Minister of Development of 27.7.2016 on the types of documents that the contracting authority may request from the contractor in the proceedings for grantingNo order, the Contractor must attach the following documents to the offer: to confirm that the offered equipment meets the technical requirements specified by the Employer:

1) information from the National Criminal Record in the scope specified in art. 24 sec. 1 items 13, 14 and 21 PPL and, in respect of convictions for a prison sentence, pursuant to art. 24 sec. 5 point 5 and 6 of the PPL, issued not earlier than 6 months before the deadline for submitting bids;
