March for the design and implementation of an operations management system

HYGEA is committed to putting in place a centralized approach terms of management and supervision of field operations (waste collection, collection of glass waste, management of container parks, management ofcontainers, ...) as well as all the assets (objects) that these operations move. HYGEA therefore wishes to set up an IT platform, in service-oriented architecture (SOA) to centralize all services and thus bring a great flexibility in their management and supervision.

HYGEA has the will to put in place a centralized approach in terms of managementn and supervision of field operations (waste collection, glass waste collection, management of container parks, container management, ...) as well as all the assets (objects) that these operations move. HYGEA therefore wishes to set up an IT platform, in service-oriented architecture (SOA), to centralize all services and thus bringflexibility in their management and supervision.

The solution will have to be operational in December 2019, at least as far as the collection is concerned.

No professional accreditation is required for this contract.

The candidate attached to his application the Document Single Market Agreement (DUME) which consists of an explicit declaration of honor and which is accepted by the contracting authorityas evidence a priori, in lieu of documents or certificates issued by public authorities or third parties, to confirm that the tenderer:

1) is not in one of the situations of exclusion referred to in Articles 67 a 69 of the law of 17.6.2016;

2) meets the applicable selection criteria that have been established in accordance with article 71 of the law of 17.6.2016.eption of applications, the contracting authority will verify the absence of mandatory or optional grounds for exclusion on the candidate's behalf:

- by consulting the national databases freely accessible,

- by asking him to provide the necessary documents not accessible via data banks (certificates issued by the competent authority of the country concerned) and in particularextract from the criminal record of the company and / or members of the administrative, management or supervisory body and / or persons having a power of representation, decision or control.

It will also check whether the candidate has the required economic and technical capacity (see points III.1.2 and III.1.3) of the route advice). To do this and if this information does notare not already provided with the DUME, the contracting authority may invite the applicant to submit the necessary supporting documents.

To demonstrate its capabilities, the candidate may rely on the capacities of other entities, regardless of the legal nature of the links between him themselves and these entities. In this case, it proves to the adjudicator that for the execution of the contract he will havemeans necessary by the production of the commitment of these entities to put such means at the disposal of the candidate. It also completes part II.C) of the DUME and mentions the part of the market for which the capacity of this third party will be used.

If the candidate is a group of economic operators, each member of the group must submit a DUME separate. They must alsot designate one of them who will represent the grouping in part II.B) of the DUME.

The candidate must demonstrate the overall turnover of the company during the last 3 years.
