CPV Description: Software package and information systems. providing a public register of data for the implementation of EIA procedures and for carrying out EC procedures for plans and programs.

The service is implemented in the following stages:

Main Site: The territory of the Republic of BULGARIA

The service is performed in the following stages:

1. data analysis and requirements; preparing a system project;3. developing the software solution; testing; implementation;

6. training;

7. warranty maintenance

The Contracting Authority shall not impose requirements relating to the fitness for exercise of a professional activity.

The participant must have achieved a minimum total turnover, calculated on the basis of annual turnover, for the last 3 completed financial years (2015, 2016 and 2017) depending onthe date on which the participant was established or commenced its activities in sizes according to the required minimum level below.

Continuation from section III.1.3.): Possession of experience as a business analyst in the performance of at least 1 activity with the application of some from modern standards and tools for business analysis and modeling such as UML, UDDL, ARIS, WSBM, Rational Rose or equivalent.-- system architect, requirements: Higher education in one of the following higher education areas: "Technical sciences" or "Natural sciences, mathematics and informatics", according to Classifier of higher education and professional fields approved by CM Decree No 125 of 2002 in areas equivalent to those indicated; professional experience in at least 3 (three) successfully completed project / individual eactivities for the development, implementation and maintenance of a web based information system and / or applied software.

Key Expert 4 Programmers - 2, Requirements: Higher Education in one of the following higher education areas: "Technical Sciences" or "Natural Sciences, Mathematics and Informatics", according to Classifier of Higher Education Areas and Professional Fields, approved with Decree №-125 in 2002, in areas equivalent to those specified; Possession of a Qualified Certificate with a Microsoft or equivalent training in Microsoft .NET. professional experience of each expert in a minimum of 3 (three) successfully completed projects / separate activities for the development, implementation and maintenance of a web-based information system and / or* Key Expert # 5 - Quality Control Specialist Requirements: Higher Education in one of the following higher education areas: Technical Science or Natural Sciences, Mathematics and Informatics ", according to the Classification of Higher Education Areas and Professional Fields, approved by Decree of the Council of Ministers No 125 of 2002in areas equivalent to those indicated; professional experience as a Quality Control Specialist in at least 1 successfully completed project / separate activity for the implementation of an information system and / or register, and / or portal and / or attached software ..

The implementation team may include additional experts, and in the proposal the participant should describe the role of each of themthe resident accepts equivalent degrees and majors from persons who have completed their education abroad or received a specialty with a different name but equivalent to the required. It is not permissible for the same person to occupy 2 or more expert positions at the same time.
