Professional system for building application management (eByggesak)

New Asker municipality (920125298) invites tenderers to an open tender contest regarding the procurement of a professional system for building application management (eByggesak). The building application system shall be delivered as a cloud service (SaaS) and shall be founded on the requirement specification for KS/DiBK which is included in the tender documentation. The system must be compatible with new Asker case processing system and archive core currently subject to contracting.

The building application system shall be delivered as a cloud service (SaaS) and shall be founded on the requirement specification for KS/DiBK which is included in the tender documentation. The system must be compatible with new Asker case processing system and archive core currently subject to contracting.

Requirement: Norwegian tenderers must have their tax and VAT payments in order.

Documentation requirement: Norwegian tenderers: A Tax and VAT certificate from the tax authorities. The certificate shall not be older than 6 months from the deadline for requests to participate in the tender contest.

Requirement: Tenderers are required to have a legally established company.

Documentation requirement:

Norwegian companies: Company Registration Certificate.

Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Requirement: The tenderer must have the financial capacity/provide assurance that the tenderer will be financial viable to fulfil the entire assignment/contract — the company is required to be credit worthy (requirement A — also applies to sub-suppliers).

Documentation: Asker municipality will obtain a rating itself from Bisnode CreditPro/CreditEasy.

If for valid reasons the tenderer is unable to submit the documentation as requested by the contracting authority, the tenderer may prove the economic and financial standing with any other document that the contracting authority is able to accept/finds suitable.

Companies without sufficient credit rating, newly started companies with a credit rating of AN, some individual foreign companies or companies without reporting obligation to the Br0nn0ysund Register Centre will not always be able to document that the requirement is met. In such cases the requirement for satisfactory credit rating can be complied with by presenting alternative documentation which must be included as a part of the tender.
