RIPOL is an individual software that has been established 2014. We are looking for an offeror who can provide maintenance and development. However, it is not excluded that internal collaborators of the ITUC-FDJP are integrated in the work for support and transfer of know-how, as long as-this work clearly stands out in the bidder's market.

RIPOL is an individual software that was introduced in 2014. We are looking for an offeror who can ensure maintenance and development. However, it is not excluded that internal collaborators of the CSI-FDJP are integrated in the trato ensure support and transfer of know-how, as long as these works are clearly demarcated from the market of the offerer.

CSI-DFJP seeks an experienced supplier in the field of software engineering, which is able to adapt quickly and without much effort to the application. He must be able to understand it at the technical as well as the practical level. He must also be able to test, implement and document client requirements and system changes in an efficient and autonomous manner.

The system to be maintained is based on the Java Enterprise architecture (see Annex 10.5). Consequently, a deep knowledge of these technologies is expected.

The proof of qualification enumerated below must be provided in their entirety and without restrictions.at the same time as the offer, otherwise it will not enter upon it.

CDQ01: economic / financial capacity

The bidder has the economic / financial capacity to execute the mandate.

Certified true copies of the commercial register and the register of prosecutions not more than 3 months old at the time when the adjudicator dor, for foreign bidders, equivalent official and foreign documents recently issued.

These proofs must be provided only upon request, after the offer has been submitted and before the contract is awarded.

CDQ02: work during the weekend / evening / night

Sporadic arrangement - in case the project requires it - to work during the weekend / evening / night-at the last moment by order of the principal.

CDQ03: reference architecture

To be ready and to put in place the requirements of the ISC-FDJP concerning the reference architecture during the planned duration of the mandate.

CDQ04: replacement

The tenderer is ready to replace the employees he makes available if there are important reasonsThe adjudicator evaluates the services and the commitment of the persons made available by the tenderer. If these do not meet the requirements set out in the tender specifications and annexes, the tenderer must take a position. The adjudicator then decides if he will oblige him to replace within 15 days the persons concerned by personnel filling theDuring the execution of the mandate, there may be other facts constituting just reasons for the replacement of the staff (negative result of the security check on persons effected by the confederation, termination of contract, long-term leave, accident, illness, ...). In any case, the tenderer must replace the employee concerned by a persone possessing equivalent qualifications. Commitment to other projects of the agent is not considered to be a valid reason.

CDQ05: security control of persons

The tenderer warrants that he will communicate to the adjudicator, on first request, the names of the persons provided for the performance of the services and that, after the conclusion of the contract, these personshas a security control within the meaning of the Ordinance on Personal Security Checks (OCSP, RS 120.4). Negotiations: are reserved. The adjudicator does not engage in price negotiations. Bidders can not modifyr the prices indicated in their offer only in special circumstances (for example when the requirements need to be clarified or specified) and when the contracting authority expressly authorizes them in its invitation to participate in negotiations.

Conditions governing the procedure: awarding of public contracts for services in Switzerland only to tendererswhich guarantee compliance with the provisions on the protection of work and working conditions and equal pay for women and men. If the service is performed abroad, the tenderer complies with at least the fundamental conventions of the International Labor Organization mentioned in Annex 2a of the OMP. The Conferences Procurement Conference formSubscription (CA) must be signed and attached to the offer.
