CPV Description: Software development and IT services: consulting, software development, Internet and support, software development and software development, . . The subject of the contract to be concluded is the implementation of the Integrated Information System for Exercising Activities and Controls (O.PS. - ADE), which will be the main platform to support the new institutional framework for the exercise of economic activities in Greece (Law 4442/2016 and Ministerial Decisions issued or to be issued under its authority ), as well as their supervision (Law 4512/2018 Part D). The OPC - ADE will support online procedures for financial activities(notification, approval, etc.), as well as the respective audit procedures, to be carried out both by the General Secretariat for Industry (GSG) and other ministries and competent authorities of the wider public sector, which supervise (- 1.3).

Main Site: The Contractor should install the system at the Government Cloud (G-Cloud) SA and deliver in fullfunction, all the requested software in the GS. The scope of the contract to be concluded is the implementation of the Integrated Performance and Audit Information System (OPIS), which will be the main platform to support the new institutional for the exercise of economic activities in Greece (Law 4442/2016 and Ministerial Decrees)issued or to be issued under its authority) and their supervision (Law 4512/2018 Part D). The OPC - ADE will support online the procedures for conducting economic activities (notification, approval, etc.) as well as the respective control procedures to be carried out by both the General Secretariat of Industry (GGE) and other ministries and competent authorities-(- 1.3) - Appropriateness of professional activity - Economic operators involved in the process of concluding the present contract are required to engage in professional activity related to the subject matter of the services to be provided, namely the development of information systems (paragraph 2.2.4.1) - Deadline for submission of electronic requests in additioninformation and / or clarification from interested parties according to paragraph 2.1.3.

Economic operators may, with regard to the criteria of economic and financial standing (point 2.2.4.2) and their technical and professional capacity 2.2.4.3), may be based on the capabilities of other entities, irrespective of the legal nature of their links with. In this case, they prove that they will have the necessary resources at their disposal by presenting the commitment of the bodies to which they are based.

Specifically, with regard to the professional qualification criteria related to the qualifications and professional qualifications are defined in paragraph f of Part II of Annex XII of Appendix A.-of Law 4412/2016 or with relevant professional experience, economic operators may rely on the capacities of other entities only if the latter perform the tasks or services for which the specific skills are required. on the capabilities of other entities, with regard to the criteria related to what is required by the declaration-economic and financial capacity, these economic operators and those on which they rely are jointly responsible for the performance of the contract.

Under the same conditions, associations of economic operators may rely on the abilities of the participants in the association or other bodies (par. 2.2.5 of the Declaration)
