Parallel Framework Agreements for the Operation of Basic Reception — Region Indre 0stland

Utlendingsdirektoratet [the Norwegian Directorate of Immigration] has the authority to establish a basic capacity of 2 850 places on a nationwide basis. It is planned that the basic capacity established will be distributed across all of the country's regions, but a uniform distribution between the regions cannot be assumed. The Norwegian Directorate of Immigration will procure parallel Framework Agreements in each region.
The Norwegian Directorate of Immigration, Region Indre 0stland, will procure up to 5 parallel Framework Agreements with the possibility of establishing up to 1 000 places of basic capacity in the reception system. Activity requirements, political guidelines and grants can lead to restrictions in the scope, but can also result in an increase in scope.
The Framework Agreements must contain regular reception, reception for single minors and facilitated departments.
Facilitated departments are an option in the contracts. This means that tenderers who do not offer this option will not be able to participate in mini competitions where ordinary reception is requested with a facilitated department.
The Framework Agreement is long-term and facilitates the reduction of risk and costs. The Norwegian Directorate of Immigration will utilise this contract, in collaboration with the service provider, to develop best practice for reception operation.
The content in operation of reception is stated in the Requirement Specifications (Annex 1). The service catalogue (Annex 3) defines basic elements in the reception operation and elements that the Norwegian Directorate of Immigration can choose as additions to the basic packages. The Norwegian Directorate of Immigration can scale the service up and down and take elements from the service catalogue in and out, according to point 14 in the Framework Agreement.
