The survey of adults as part of the second cycle of the International Adult Skills Test (PIAAC) in 2 parts

The subject of the order is the preparation and conduct of a field part of a pilot study and basic Polish study part of the second cycle of the international adult skills testheard PIAAC (Program for the International Assessment of Adult Competencies). The aim of the study is to obtain information about the level and diversity of mathematical reasoning, text comprehension and problem solving for adult Poles (16 65 years) and to collect contextual information about education, educational and professional experience and the use of skillsabnormalities at work and everyday life.

The survey will be carried out on a nationwide name sample selected from the PESEL report.

The random sample in the pilot study (part 1) will initially have 33 00 addresses. The number of interviews conducted in the pilot study may not be less than 1 500.

The pilot study will be carried out in the period from April to June 2020, from 35 to 140 days fromsigning the contract, and the basic survey from August 2021 to March 2022

The obligations of the Contractor will include, among others: preparation, recruitment and training of the interviewer team, providing computers that meet the technical requirements for carrying out the research, printing of accompanying materials, recruiting respondents ( also by providing a page about the PIAAC survey and helpline, printing and sendingno announcement, provision of incentives), interviews, control of sample performance, control of interviewers, data coding, transfer of test data and cooperation with the Employer.

The implementation of the survey will be subject to the control of an international research consortium, the Employer and an independent entity which the Employer will commission .

The customer has no special informationthese requirements. Assessment of compliance with this condition will be based on the statements contained in JEDZ (Annex 1 to the ToR).

With respect to Part I, the Contractor has financial resources or creditworthiness for an amount not less than PLN 100, 000.00 (and if the value was expressed in foreign currency equivalent of PLN 100, 000.00 at the average exchange rate of the National Bank of Poland as at the date of issue

With respect to Part II, the Contractor has financial resources or creditworthiness for an amount of not less than PLN 300, 000.00 (and if the value was expressed in a foreign currency the equivalent of PLN 300, 000.00 according to the average exchange rate of the National Bank of Poland as at the date of issue of information )

In the offer, in addition to the price for the performance of the subject of the contract, the Contractor shall develop and attach (separately for each part):

a) a description of the organizational and technical measures that the Contractor will use during the implementation of the study to minimize the risk of access to confidential data related to the implementation of the PIAAC study, stored on computers or other media available to the Contractor by unauthorized persons, i.e. persons who have not signed the declaration of confidentiality regarding materials related toassociated with the PIAAC study. The confidential data referred to in the description of the criterion include data of persons included in the sample drawn for the study, both provided to the Contractor by the Employer, and collected during the implementation of the field study. The contractor, in addition to indicating the measure, should also describe how the measure works to minimize risk.

B) a description of the procedures to ensure thatThe number of results, including the quality control procedures of interviewers, which will be used in the research. Procedures that go beyond the provisions of the OPZ and at the same time do not conflict with the provisions of the OPZ will be assessed. The contractor will be required to use positively assessed procedures during the implementation of the tests, if they do not conflict with international standards for the implementation of the testsand a PIAAC. The contractor, in addition to the procedure, should also describe how it contributes to the reliability of the results.

C) a description of the measures ensuring a high value of the RR response rate. Measures that go beyond the provisions of the OPZ and are not in conflict with the provisions of the OPZ will be assessed. The contractor will be obliged to apply during the course of the processThe results of the research are positively assessed if they do not conflict with international standards for the implementation of the PIAAC study. The contractor, in addition to indicating the measure, should also describe how the measure works to increase the test performance rate.
