Clearing services of county roads in Caraș-Severin county DJ area 581

Clearing services of county roads in Caras-Severin county area DJ 581 (Reşiţa-Giardini, km 2 500 -39 000) according to Annex 1 to the specifications. The framework agreement will be concluded for a period of 36 months. A subsequent contract will be concluded, each12 months.

Main Site: DJ 581 (Resita-Garden, km 2 500-39 000).

Maximum estimated value over 36 months: RON 1, 399 178.61.

Estimated value was based on unit prices practiced by the contracting authority by the participation announcement no. 179793 / 17.10.2017 to which the price update on the CPI was applied, total August 2017-October 2019 109.71%.

Estimation of quantities was resmoothed for 121 days, respectively 4 months, only during the winter, depending on the weather conditions. A subsequent contract will be concluded, every 12 months.

Minimum and maximum quantities / framework agreement is determined by multiplying by 3 (3 years) the minimum and maximum quantities on each subsequent contract according to the explanations of the contracting authority in the Form 2 in the annexes.

Bidders, teryour supporters and subcontractors must not be found in the situations provided in art. 164, 165 and 167 of Law no. 98 / 2016.

The method of fulfillment: it is requested to complete the DUAE and the presentation by the tenderer ranked on the first place at the end of the evaluation of the offers of the supporting documents:

(i) certificates confirming the lack of debts regarding the payment of taxes, taxes or contributions to the general consolidated budget (local budget, state budget, etc.) at the time of submission,

(ii) the criminal record of the economic operator and of the members of the administrative, management or supervisory body of the respective economic operator or of those which have power of representation, decision or control within it, as it results from the certificate constatator issued by ONRC / the constitutive act,

(iii) as the case may be, documents proving that the economic operator can benefit from the derogations provided in art. 166 para. (2), art. 167 para. (2), art. 171 of Law 98/2016 on public procurement,

(iv) other edifying documents, as the case may be.

The economic operators submitting the offer must prove a form of registration according to the law of the country of residence, to show that the economic operator is legally constituted, that it is not in any of the situations of cancellation of the constitution, as well as the fact that has the professional capacity to carry out the activities that are the subject of the contract. Method of fulfillment:completing DUAE according to art. 193 para. (1) of Law 98/2016. The supporting documents proving the fulfillment of those assumed by completing the DUAE, respectively the certifying certificate issued by the ONRC or, in the case of foreign bidders, equivalent documents issued in the country of residence will be presented, at the request of the contracting authority, only by the bidder ranked in the first place in classicthe intermediary entity drawn up at the end of the evaluation of the offers.

In the case of an association, each associate must submit the necessary documents to prove that he is authorized to perform his part of the contract. In the case of foreign legal persons, equivalent documents issued in the country of residence are requested, accompanied by their translation by an authorized translator in the languageRomanian.
