Invoicing services
Request for participation - Printing, sending and sending of patient invoices, reminders and payslips for the University Hospital Ghent and patient invoices and reminders for AS Sint-Lucas VZW-sending patient invoices, reminders and payslips for the University Hospital Ghent and patient invoices and reminders for vzw AZ Sint-LucasVolkskliniek Gent.
Once the contract is awarded, a contractual relationship is established between the contractor and the respective contracting authorities. This means that, after the award of the contract by the University Hospital, the non-profit organization AZ Sint-Lucase the contract was awarded, taking into account the applicable public procurement rules and the conditions laid down in the contract documents
They are each responsible for the execution of the contract they conclude with the successful tenderer. The contracting authorities are directly responsible for monitoring the execution of the contract. The payment of the feeeding for the contract will be charged exclusively by the contracting authorities. This also implies that the contracting authorities are responsible for (non-exhaustive):
- price revisions and payments, - the placing of the deposit,
- follow-up of the execution of the order and placed orders and the settlement of all possible problems during the execution,
- the inspections, preliminarydefinitive and final deliveries,
- the application of official measures, changes to the initial contract and additional services.
The University Hospital, after the award, has no task nor responsibility anymore and can therefore in no way be held liable by the contractor, supplier or service provider for either late payments or any other contractshortcomings committed by one of the contracting authorities even if these relate to the technical specifications, conditions of execution of the specifications.

Performing, printing, preparing and sending reminders for patients
The Ghent University Hospital also wishes to outsource the following assignment to an external partner:
- Printing, sending out and sending payslips to employees and corresponding documents (eg monthly newsletter). Also the annual individual account (281.10), the subjectanti-money, the attractiveness premium, the end-of-year bonus, applying for the trade union premium and the pension letter are part of the assignment.
Required option: providing a legal digital archive for these salary documents and related documents that are accessible to the (former) employees and the personnel administration of the hospital.
Required option: The possibility to apply for the 3thinking to opt for a multichannel communication instead of printing on paper

* By submitting a request to participate for this assignment, the candidate declares that he or she is not in a state of exclusion, as referred to in articles 67 to 69 of the Act of 17 June 2016 on public contracts. Declaration refers inter alia to information and documents that are free of charge and electronically accessible to the contracting authorityin particular the certificate of non-bankruptcy, the NSSO certificate and the certificate concerning tax obligations. These will be collected by the contracting authority from Digiflow after the opening of the applications to participate. * The candidate must submit a recent (max. 3 months old on opening date) excerpt from the criminal records issued by a judicial authority or governmental authority.of the country of origin or provenance to his application to participate. Extract is in the name of the candidate as stated on the application form (ie a natural person or a company with legal personality). * * The candidate of foreign nationality must, in order that his candidacy be regarded as regular, submit certificatese issued by the competent authorities, in accordance with the legal provisions of the country in which he is established, and showing that he: - is not in a state of bankruptcy, - has fulfilled his tax obligations, - and has complied with are obligations with regard to payments of social security contributions.

1. A statement regarding the total turnover and the turnover of the business activity that is the object of this assignment (printing, sending out and sending patient invoices, reminders and payslips) over the last 3 available financial years, depending on the founding date or on the date on which the candidate started his activity, to the extent that the relevant turnover figures are available.
