Supply of n. 10 scientific computing servers with GPU and related Infiniband switch

Main Site: INFN Section of Naples at the Physics Department, Monte S. Angelo complex, building 6 (warehouse) via Cintia 80126 Naples (ITALY)

Fornitura of n. 10 scientific computing servers with GPU and related Infiniband switch, subject to the upgrade envisaged by the PON, notice D.D. n. 424 of 28.2.2018 for the granting of financing aimed at strengthening research infrastructures, in implementation of action II.1 IBISCO_PON project.

Participation conditions: each competing economic operator, together with the offer, must submit an application for participation and the European single tender document (hereafter DGUE) if Italian or the European single procurement document (hereafter ESPD) if instead a foreigner complying with the Circular of 18.7.2016, n. 3 of the Ministry of Infrastructure and Transport, bearing the, through which, the legal representative will have to declare, pursuant to artt. 46 and 47 of the Presidential Decree n. 445/2000 s.m.i .:

a) not to be in the situations foreseen by art. 80, paragraphs 1, 2, 4 and 5 of Legislative Decree no. 50/2016 and as amended;

b) to possess the professional qualification requirements pursuant to art. 83, paragraph 3 of Legislative Decree no. 50/2016 and as amended;

c) that there are no impediments to participation in the tenders pursuant to art. 53, paragraph 16 ter of Legislative Decree no. 165/2001 andsubsequent amendments (if this situation arises, exclusion from the tender and the obligation to return any compensation illegitimately received and ascertained in execution of the award will be ordered);

d) to possess the requisites of economic-financial and technical-professional capacity indicated in the following points III.1.2) and III.1.3) of this section of the contract notice. Each competitor can utilyze the model and the pattern of DGUE made available by the contracting authority, following the instructions for compilation.

The economic operator must declare that he has achieved an average annual global turnover, referring to each of the last three financial years available, that is, approved the deadline for the submission of the offers of this bandor tender, not less than EUR 218 000.00 (excluding VAT).

Deposits and guarantees required: the offer must be accompanied by:

a) a provisional guarantee, pursuant to art. 93 of Legislative Decree no. 50/2016 and as amended, as detailed in the tender specification;

b) a declaration of commitment by a banking or insurance institution or other entity referred to in art. 93, paragraph 3 of Legislative Decree no. 50/2016and subsequent amendments, also other than that which issued the provisional guarantee, to issue a definitive guarantee pursuant to art. 93, paragraph 8 of the code, if the tenderer is entrusted, as indicated more specifically in the tender documentation. Method of presentation of the offer: the offer must be sent through the system, as specified in the drawingof the tender, no later than the peremptory term referred to in point IV.2.2), under penalty of exclusion. The exact time and date of receipt of offers are determined by the time of the system. The contracting authority will not be responsible for any errors. The procedures for completing the offer, conducting the tender and requesting clarifications are detailed in the specification dthe race. Subcontracting: with INFN authorization and in compliance with art. 105 of Legislative Decree no. 50/2016 and as amended and only if declared in the offer, as better described in the tender specification paragraph. The contracting station, pursuant to art. 216, paragraph 13 of Legislative Decree no. 50/2016 and as amended and the resolution of the Council of the National Anti-Corruption Authority (ANAC) no. 111 of 20.12.2012, will use the AVCPass system to prove possession of the general and special requirements. Therefore, all economic operators interested in participating in the procedure must register with the system on the ANAC portal and acquire the PassOE relating to this procedure. Applications to participate do not bind INFN to the completion of the tender. INFNreserves the right not to proceed with the award if no offer is convenient or suitable. INFN reserves the right to award the tender even in the presence of only one valid offer, provided it is deemed appropriate. The costs relating to the mandatory publication of the contract notice and the contract award notice are the responsibility of the successful tenderer and must be reimbursed to the station.within 60 (sixty) days of the award, pursuant to art. 5, paragraph 2 of the decree of the Ministry of Infrastructure and Transport of 2.12.2016. The contract entered into following the award will not include any arbitration clause. INFN complies with EU regulation no. 2016/679 and Legislative Decree no. 196/2003 and subsequent amendments in the treatment, also with inform toolspersonal data provided for participation in this procedure. Data processors: director of the management and finance department and the director of the INFN structure involved in the contract. In any case, although not provided for in this announcement, please refer to the remaining tender documents.
