Providing physical protection services for persons and property at railway stations managed by the Employer

Reference Number: KFZ / 2020 / WNP-011062

1 . The subject of the order is the provision of physical security services for persons and property at railway stations located on the Management Board of the Order, propelled.

1. The subject of the contract is the provision of physical security services for persons and property at railway stations located on the management board of the Employer.

2. The Contractor is obliged to carry out the contract on the terms and conditions set out in the contract template constituting Annex 10a (tasks 1 6) to the ToR and in the description of the subject of the contract constituting Annex 1a (tasks 1 6) to SIGM.

3. The Employer does not plan to organize a local vision of the facilities with the participation of its employees. The Employer recommends that you familiarize yourself with the objects on your own.

4. When selecting the offer, the Employer will be guided by the following criterion:

1) total gross price (C) criterion weight: 95%;

2) reaction time of the intervention group (R) criterion weight: 5%.

5. The contractor is obliged toperforming all activities resulting from the Terms of Reference and compliance with the requirements of the "Health and Safety Requirements Procedure for Contractors and subcontractors providing services to PKP SA" which is Annex 5 to the contract (regarding health and safety regulations).

6. The Purchaser reserves, during the duration of the contract, depending on his needs, the possibility of exercising the "Option rights", consists ofon increasing the scope of the contract and, accordingly, the Contractor's remuneration. The details were included in Annex 10a (tasks 1 6) to the Terms of Reference (contract template).

1. Contractors will be bound by the offer for a period of 90 days. The offer validity period begins on the day the offer submission deadline expires.

2. Contractors who meet the conditions specified in ArtArt. 22 of the Public Procurement Law, concerning:

1) competences or powers to conduct a specific professional activity, provided that it results from separate provisions: Description of how to assess compliance with this condition. The contractor will meet this condition if it shows that it has:

- for tasks no. 1 6:

Current concession referred to in art. 15 paragraph 1 of the Act of 22.8.1997 on the protection of persons and property (Journal of Laws of 2018, poz. 2142 with late as amended, hereinafter referred to as the "Act on the protection of persons and property") issued by the minister competent for internal affairs for the provision of services in the field of protection of persons and property,

- for task No. 7:

a) the current license referred to in art. 15 paragraph 1 of the Act on the protection of persons and property issued by the minister competent for internal affairs for the provision of services in the field of protection of persons and property;

b) aindividual weapon certificate referred to in art. 29 paragraph 1 point 2 of the Act of 21.5.1999 on weapons and ammunition (Journal of Laws of 2019, item 284, 1214, as amended).

2) technical or professional capacity:

a) description of how to make assessment of compliance with this condition for the task No. 1 6:

The Contractor will meet this condition if he demonstrates that within the last 3 years before the submission deadline, and if the probusiness activity is shorter in this period, duly performed or performs at least 2 services for physical protection of persons and property in a public building, including at least 1 service in a public building with a total area of at least 3, 500 m, including physical protection of persons and property both inside and outside the building, whose total value is worthThe gross amount of services rendered was not less than: 1 OGN Dworce Gdańsk 2, 000, 000.00 PLN, 2 OGN Dworce Katowice 2, 000, 000.00 PLN, 3 OGN Dworce Krakow 2, 000, 000.00 PLN, 4 OGN Dworce Poznań 3, 000, 000, PLN 00, 5 OGN Dworce Warszawa PLN 4, 000, 000.00, 6 OGN Dworce Wrocław PLN 3, 000, 000.00;

b) a description of how to assess compliance with this condition for task 7:

The Contractor will meet this condition ifshows that during the last 3 years before the offer submission deadline, and if the business period is shorter during this period, he has duly performed or performs at least 2 services for physical protection of persons and property in a public building, with a total area of at least 3 500 m each involving the exercise of physical protection of persons and property both inside and onoutside the building, including at least one service provided by a specialist armed protective formation (SUFO) (understood in accordance with Article 2 point 7 of the Act on the Protection of Persons and Property), whose total gross value of the services provided was not less than: 7 Dworzec Krakow Głowny PLN 700, 000.00.

Description of compliance with the condition concerning technical or professional capacity is included in chapter VAND SIWZ.

3. The awarding entity requires a bid bond. rump. No. 1, 190, 000.00 PLN, No. 2, 190, 000.00 PLN, No. 3, 190, 000.00 PLN, No. 4, 280, 000.00, task No. 5, 300, 000.00, task No. 6, 280, 000.00, task No. 7 70, 000.00 PLN.

4. Offers will be opened on the day of submitting offers at 10: 30

5. The contractor whose offer has been selected is obliged to submit no later than onsigning of the contract security for the due performance of the contract in the amount of 5% of the total gross value.

6. The Employer reserves the obligation to perform key parts of the contract in person. A detailed description regarding the possibility of entrusting the performance of the contract to subcontractors is included in chapter VIII SIWZ.

7. The Purchaser informs that in the event of conclusion of the contract after the date indicated indocumentation, i.e. after 31.3.2020, the contract is valid from the day of its signing.
