Threat Intelligence Subscription

Norges Bank [the Central Bank of Norway] will enter into a subscription contract for threat intelligence reports.

Norges Bank [the Central Bank of Norway] sent out an RFI 10.11.2017 (17/02414). This procurement is sent by the Sikkerhetsavdelingen [the Security Department] and not Cybersikkerhetsavdelingen in Norges Bank [the Cyber Security Department of the Central Bank of Norway]. Much of the RFP will be recognisable from the RFI sent previously, but there will be some variations in the requirements.

The Security Department of the Central Bank of Norway is responsible for assessing the strategic cyber threat and reporting to relevant decision makers. The Security Department's assignment is i.a. to predict emerging and ongoing threats to strengthen it's cyber security, provide decision making support at board level and risk owners.

The Central Bank of Norway has a key function in the design of economic policy. Threats to the bank include threat categories such as activism, terrorism, organized crime and government parties. We collect information from open sources, cooperating entities and authorities to assess the various threats. We want to increase our collection of threatening parties who can implement extremely targeted operations (ATPs) against the Central Bank of Norway.

We want an organisation that can provide us with a formal subscription for intelligence reports adapted to our threats. The service provider should deliver reports on strategic, operational, tactical and technical levels.

The service provider should cover threatening parties, regions and topics relevant to the Central Bank of Norway, as part of the governmental administration.

This document contains tender offer documentation with information and requirements of the sub-contractors who want to submit tender offers for the competition for a contract with the Central Bank of Norway.
