The subject of the public procurement is included services (services) for the provision of air tickets for the carriage of passengers and luggage by air, as well as for hotel servicesin the country and abroad. 1. The subject of the public procurement includes activities (services) for the provision of air tickets for the air transport of passengers and luggage, as well as hotel accommodation for business trips in the country and abroad The performance of the services subject to the public procurement is according to the TechniquesThe destinations for which the selected contractor will provide airline ticket services are as follows: - in Europe: Frankfurt, London, Paris, Brussels, Vienna, Prague, Madrid, Bratislava, Rome, etc., - outside Europe: Washington, etc.

The main places for which the selected contractor will provide the servicesfor the provision of hotel accommodation

- outside the Republic of Bulgaria,

- in the Republic of Bulgaria.

The Contracting Authority does not undertake the sending of requests and the purchase of airline tickets and / or hotel accommodation vouchers in all of the listed destinations and places limits within the listed destinations and locations. The participants in the procedure must be entered in the Tour Operators Register and Touristsagents - part of the National Tourist Register, in accordance with Art. 61, para. 4 of the Law on Tourism. For foreigners - to be entered in a similar register, according to the legislation of the country in which they are established.

To prove the selection criteria, the participant completes: Part IV: "Selection criteria", Part A "Fitness" of the electronic Single European Document for public(eEEDOP), providing information in accordance with the model of ENEDOP, which is an integral part of the procurement documentation.

At the stage of contracting, the participant selected for the contractor shall provide: a copy "True to the original" of a document proving registration in the Register of Tour Operators and Travel Agents - part of the National Tourist Register or prove itfor the entry in a similar register in the country where the participant is established only in cases where the circumstances of the respective license or the analogous documents are not accessible through a public free registry or the information or access to it is not presented to the contracting authority by official means. 1. the participant in the procedure should have a valid mandatory liability "TU's liability""In order to prove the selection criteria, the participant shall fill in: Part IV:" Selection criteria ", Section B" Economic and financial condition ", item" Insurance policy " for risk "Professional Responsibility" of the Electronic Single European Public Procurement Document (EDEDOP) by providing information in accordance with the model of eEEDOIn the stage of concluding a contract, the participant selected as a contractor shall submit: a copy certified "True to the original", signed and stamped by the participant, on a valid insurance policy for the " Tour Operator's Responsibility "under Art. 97, para. 1 of the Tourism Act or equivalent where the information is not accessible througha public free registry or the information or access to it is not submitted to the contracting authority on an official basis. The participant should have a minimum turnover of 1 100 000 (one million and one hundred thousand) BGN in the scope of the contract (hotel accommodation and air tickets), calculated on the basis of the annual turnover for the last 3 completed financial years .

Notethe turnover in the scope falling within the scope of the contract within the meaning of - 2, item 67 of the Supplementary Provisions of the Public Procurement Act is an amount equal to the part of the net revenues from sales realized from activities falling under the scope of the public procurement .

To demonstrate the selection criteria, the participant completes: Part IV: "Selection Criteria", Section B: "Economic and Financial Conditionie, "Specific Annual Turnover" by eEEDOP, providing information in accordance with the model of ENEDOP, which is an integral part of the procurement documentation.

At the stage of contracting, the participant selected as contractor should provide: turnover in the scope of the contract or other relevant document containing information for the financial year, the turnover against each year and the type of currency, depending on the date on which the participant was established or started its activity.

The assignor removes from participation in the procedure for awarding a public procurement a participant for whom the circumstances under Art. 54, para. 1 of the Public Procurement Act, namely:

1. who has been convicted by a judgment which has entered into force, unless he is rehabilitated, for a crime under Art. 108a, Art. 159a-159d, Art. 172, Art. 192a, Art. 194-217, Art. 219-252, Art. 253-260, Art. 301-307, Art. 321, 321a and Art. 352-353e of NK; who has been convicted by a judgment which has the force of res judicata unless he is rehabilitated for an offense analogous to those referred to in paragraph 1 in another Member State or third country; who has obligations for taxes and compulsory insurance contributions within the meaning of Art. 162, para. 2, item 1 of the Tax Insurance Actthe Code of Conduct and the interest thereon to the State or the municipality of the place of business of the Contracting Authority and the Participant or similar obligations established by an Act of a Competent Authority under the law of the State where the Participant is established unless a rescheduling, the security of the obligations or the obligation is on an act which has not entered into force; * When the participanthas duties for taxes or contributions, this is a reason for removal when the amount exceeds 1% of the annual total turnover of the participant for the previous financial year; for whom there is an inequality in the cases under Art. 44, para. 5 of the Public Procurement Act; 5.under which it is established that: has submitted a document with false information related to the certification of the lack of grounds for refusaltracing or fulfilling the selection criteria; has not provided the required information relating to the verification of the absence of grounds for removal or the fulfillment of the selection criteria; 6. for whom it is established by a punitive decree or a court decision that has entered into force, violation of Art. 61, para. 1, Art. 62, para. 1 or 3, Art. 63, para. 1 or 2, Art. 118, Art. 128, Art. 228, para. 3, Art. 245 andArt. 301-305 of the Labor Code or Art. 13, para. (1) of the CMAA or similar obligations established by an act of a competent authority under the law of the country in which the applicant or the participant is established; 7. there is a conflict of interest within the meaning of par. 2, item 21 of the PP of the Public Procurement Act, which can not be removed; The assignor removes from the tendering procedure a participant, for whomthe following circumstance under Art. 55, para. 1, item 1 of the Public Procurement Act, namely: is declared insolvent or is in bankruptcy proceedings, is in liquidation or has concluded an out-of-court agreement with its creditors in the sense of Art. 740 of the Commercial Code, or has ceased its activity, and if the applicant or tenderer is a non-resident - is in a similar situation, it followsby a similar procedure under the law of the State in which he is established; According to Art. 3, item 8 of ЗИФОДРУПДРКТТДС, companies registered in jurisdictions with preferential tax regime and the persons controlled by them can not directly or indirectly participate in the procedure, including through a civil society / consortium in which a company registered in the jurisdiction with a preferencetax regime;

10.
