Transportation of works and objects of art

These needs relate to the transport of works and objects of art for the realization of Exhibitions, in Var cultural facilities or any other place in France or abroad. These benefits include for works and objThese needs relate to the transport of works and objects of art for the realization of exhibitions, within the cultural facilities of the Var or any other place in France or abroad. These services include for works and objects of art: - their packaging with labeling,

- the formalities and customs,

- their transport (road, air, sea, rail) consiste en route from the designated pick-up points (France or abroad) to designated delivery points (France or abroad),

- handling (manual or mechanical) and return siding,

- unpacking `go and return,

- their storage (shopping in secure warehouses, air-conditioned vault, shopping for empty boxes in secure warehouse)

- dComplementary services (hook-up and eventual stall)

- monitoring and coordination of these operations. Funding for the service is provided by the departmental budget.

For the presentation of the application, the candidate can use: the forms DC1 and DC2 (or equivalents) attached to this consultation file, or the Single European Market Document (Dume ). Failinguse of the forms, the documents to be produced are:

1) a copy of the court decisions pronounced, when a procedure of safeguard or receivership was opened;

2) a declaration on the honor to justify that it n does not enter into any of the cases mentioned in Articles L. 2141-1 to L. 2141-5 and L. 2141-7 to L. 2141-11 of the CCP, in particular that it meets the obligations relating tothe employment of disabled workers as defined in Articles L. 5212-1 to L. 5212-11 of the Labor Code:

- documents and information for the purpose of verifying the ability to exercise professional activity, the ability to financial and economic and technical and professional capabilities of the candidate in accordance with Articles R. 2142-1 to R. 2142-14 of the CCP:

- statement concerning theoverall turnover of the candidate and, where applicable, the turnover of the area of activity covered by the public contract, covering at most the past 3 financial years,

- a list of the main services performed during the the last 3 years, indicating the amount, the date and the public or private recipient to prove the experience of the qualification in the fieldthe transport of works of art for major events and for cultural and artistic events in France and abroad (list of the main exhibitions treated). The services shall be proved by certificates from the addressee or, failing that, by a declaration by the candidate, - a declaration indicating the tools, the equipment and the technical equipment of which thecandidate has for the execution of marches of the same nature,

- a certificate of insurance of civil and professional responsibility indicating the nature, the amount, the duration of the guarantee and concerning specifically the transport of works and objects of art .

The applicant must imperatively provide:

- any document the habilitant him and his correspondents to carry the transport of works ofat the national and international levels, in particular: - a copy of the registration certificate in the register of freight forwarders or any document providing proof of equivalence, - the copy of the publication in the Official journal of the number of Customs clearance or any document providing proof of equivalence, - copy of IATA Freight Agency Certificate (International Air Transport Association), or any document providing proof of equivalence,

- the copy of the authorization to the Directorate General of the Civil Aviation, or any document proving the equivalence, these certificates, delivered by independent bodies, are based on European standards and certified by accredited bodies or equivalent certificates ofablis in other Member States. Where an economic operator does not have the possibility of obtaining such certificates, the purchaser shall accept other equivalent measures provided that the economic operator concerned establishes that the proposed measures are equivalent to those required, where the products or services to be provided are complex or that, exceptionally, they must respond toa special purpose, a control carried out by or on behalf of the buyer by a competent official body of the country in which the supplier or service provider is established subject to the agreement of that body. If, for any good reason, the economic operator is unable to produce the information and documents requested by the buyer, he is authorized to proveits economic and financial capacity by any other means considered appropriate by the purchaser.

The judgment will be made from the following weighted criteria:

- price note on 60 points either60% (judge on the basis of the DQEI),

- technical value noted on 40 points or 40%.

Criterion price: the price will be judged on the total amount of the DQEI (non-contractual document used only for comparison bids) according to the formula below: price score = bid minus X 60 offers considered in case of discrepancy found in an offer, the amounts on the list of prix, will apply on the amounts in the indicative quantitative indicative detail. The indicative quantitative estimate shall be in accordance with the prices in the unit price schedule. The multiplication, addition or carryover errors that would be found in this indicative quantitative estimate shall also be corrected and, for the judgment of theoffers, this is the amount thus adjusted for the estimated detail to be taken into consideration. The technical value is noted on 40 points and is broken down into two sub-criteria. Each of the following sub-criteria is assessed on the basis of the technical memorandum submitted by the candidate in his bid and is recorded in accordance with the scale indicated in the RC.

1) sub-criterion 1: human resources and materielthey are available to satisfy the services covered by this contract, refer to the service score on 20 points;

2) sub-criterion 2: methodology used to satisfy the services covered by this contract score of 20 points the candidate will have to describe the modalities and the methodology used to satisfy the services, object of this market. Attention paSpecial attention will be given to the transmission by the candidate of the list of his correspondents and usual forwarders abroad. In addition, the contracting authority must be able to ensure by all documents provided by the candidate that he and his correspondents are authorized and carry out work of national and international art in accordance with the rules of the profession. Notefinal technical will be established on the basis of the following formula:

technical score = technical score of the candidate analysis x 40 best technical score

final score: rated on 100 final score = the score of the price criterion the score of the criterion technical value.
