Transport of technical aids

The aim of the procurement is for the contracting authority to enter into a framework agreement with one (1) service provider for transport of technical aids for physically disabled persons, between NAV Hjelpemiddelsentral [Assistive Technology Centre] Hordaland and all of the municipal receiving sites in Hordaland fylke [Hordaland County].

The transport will be executed from the NAV Hjelpmiddelsentral Hordaland warehouse to specific receiving sites in all municipalities in the county, as well as return transport of aids from the municipalities to the NAV Hjelpemiddelsentral Hordaland within normal working hours, the next day at the latest. Delivery/collection to Bergen municipality's receiving site occurs 5 days a week. The majority of the other receiving sites receive/return aids once per week. The four smallest municipalities (Fedje, Modalen, Jondal and Masfjorden) do not always have delivery each week. If there are no aids to be delivered to municipal receiving sites, the service provider must regardless check with the municipal receiving site if there is a need for return transport.

Prior to the contract start, the selected service provider must propose delivery times for all of the receiving sites outside of Bergen, in accordance with the route. This is not binding for the contracting authority, who can set a different delivery time. If the contracting authority sets a delivery time, the time must not be unreasonable. The service provider is obligated to deliver at the specified delivery time at the receiving site +/-30 min. The service provider is obligated to contact the receiving site if there is a deviation of more than +/- 30 min.

Experience shows that our transport needs are best covered by two vehicles of over 7.5 tonne with room for 18-21 pallets.

Opening hours (normal opening hours) at the NAV Hjelpemiddelsentral Hordaland warehouse is 08:00 to 14:30. Transport will not be carried out on bank holidays. Goods to be transported will be collected at the NAV Hjelpemiddelsentral Hordaland warehouse between 08:00-09:00. It may be possible for goods to be collected at the NAV Hjelpemiddelsentral Hordaland warehouse in the afternoon of the day prior to delivery (after 13:30).

Driving routes for the individual receiving/collection site are provided in a separate annex cf. Annex 8: Driving route and municipal receiving sites. The current driving routes are based on experience and have been developed over a long period of time, but it is possible the contracting authority may change this.

NAV Hjelpemiddelsentralen Hordaland will print a receipt for the recipient per aid that will be sent from the assistive technology centre. The transporter is obliged to take the receipts for both outgoing and incoming goods.

Return of goods from the municipalities must always be in accordance with the signed return form. The transporter is obligated to check the return form against the delivery.
