The purpose of this framework agreement with multi-beneficiary purchase orders is to provide road transport services for children and adults. Each lot of this framework agreement is executed by issuing purchase orders. In accordance with article 22 of the decree n 2016-360 of 25.3.2016 concerning the mpublic arches, the lot 6 will be subject to an adapted procedure (estimated 20 000 EUR HT over 4 years)

Main Site: The destinations will be defined in each order form.

Movements for distance inferior or equal to 80 km * round trip departing from the Nord Champenois, Fismes Ardre and Vesle, Tardenois and Champagne Vesle poles establishments.

The candidate is invited toto provide information concerning his situation, his credentials as to the conditions of access to the public commission and the information necessary to evaluate his ability to exercise professional activity, his economic and financial capacity and his technical and professional abilities. Candidates can use forms DC1 and DC2 (provided in the consultat fileion or available free of charge on the website www.economie.gouv.fr), to submit their application or else to answer all the requirements of the specifications by means of a free sheet of paper, by not enclosing the documents to be annexed. if needed. The buyer accepts that the candidate presents his candidacy in the form of a Single European Market Document (DUME) drawn upthe model set by European Commission Implementing Regulation (EU) 2016/7 of 5.1.2016 establishing the standard form for the Single Market Document in place of the documents mentioned. This document must be written in French. The candidate must also include in his application the following elements: legal status:

- a letter of application detailing thecontractors in the event of grouping. The candidate informs the conditions of his candidacy: alone or in group of economic operators (cotraitance). In case of grouping, the candidate indicates the form of the group (joint or several) and the designation of the representative. The latter must provide, if the group is designated, a document of rehabilitation signed by the others members and specifying the conditions of this authorization,

- a declaration on the honor to justify that it does not enter in any of the cases mentioned in articles 45 and 48 of order n 2015-899 of 23.7.2015 and in particular that it is in accordance with Articles L. 5212-1 to L. 5212-11 of the Labor Code concerning the employment of disabled workers; ability to practiceite professional: the candidate must provide his license for public road transport of persons and / or justify his entry on the list of companies registered in the passenger registry of the Ministry of Ecology, Sustainable Development and Energy.

Declaration concerning the overall turnover of the applicant and, where applicable, the turnover of the area of business makingthe subject of the framework agreement, to a maximum of the last 3 financial years available according to the date of creation of the undertaking or the beginning of the economic operator's activity, to the extent that information on these Turnovers are available.

Devolution of purchase orders: for each batch, the purchase orders will be devolus according to the method known, according to thebidding process carried out by the Tenders Board when the framework agreement is awarded. The service provider will be consulted in writing (mail or fax) and will have to respond within 48 hours maximum. After this period, the claimant is deemed not to have the ability to perform the service. For each lot, the holder whose offer has beenclassified in 1 position. If the latter does not have the capacity to reply favorably or if it does not reply within the required time, the representative of the contracting authority shall address the holder whose tender has been ranked in the 2 nd position. It is addressed to the class operator in 3 position if the 2 does not have the capacity to realize the service or does not respond within the required time, then to the 4 operator if the 3 rdresponds negatively or does not respond within the required time, then finally to the operator if the 4 responds negatively or fails to respond within the required time. In the event that none of the holders can respond to the need, the contracting authority may use a third party, subject to an estimate, up to a maximum of 3, 000 EUR per lot over the total term of the framework agreement.
