Municipal transport 2019 - 2022
The purpose of the market is regular and occasional transport (2019-2022). Market form: has purchase orders with no minimum or maximum. Award of a framework agreement for each lot. Framework agreement for an initial period of 1 year from 1.1.2019. Estimated amount of benefits for the duration of the framework agreement: EUR 640 000.

The application can be submitted either in the form of forms DC1 and DC2 (freely available on the site www.economie.gouv.fr), or in the form of a unique document of march European (DUME). The contracting authority imposes the transmission of plies electronically. Therefore, paper transmission is not allowed. Thetransmission of documents electronically is carried out on the buyer profile. However, the transmission of documents on an electronic physical medium (CD-ROM, USB key ...) is not allowed. The choice of transmission mode is global and irreversible. Applicants must apply the same method of transmission to all documents sent to the contracting authority. Each-transmission will be subject to a certain date of receipt and an acknowledgment of receipt. As such, the reference time zone is (GMT 01:00) Paris, Brussels, Copenhagen, Madrid. The fold will be considered if the download ends after the scheduled date and time. If a new letter is sent electronically by the same candidate, the same candidate cancels andplace the previous fold. The fold can be duplicated by a backup copy transmitted within the time limits, on electronic physical medium (CD-ROM, DVD-ROM, USB key) or on paper. This copy must be placed in a fold bearing the mention, as well as the name of the candidate and the identification of the procedure concerned. It is open in the following cases:
- when an info programMalicious code is detected in the electronically transmitted mail, when the electronic mail is incompletely received, out of time or can not be opened, provided that its transmission started before the closing of the bids. No electronic format is recommended for the transmission of documents. However, the files will have to be transmitted in laravailable. Each document for which a signature is required must be electronically signed in Xades, Cades or Pades format. The electronic signature of the fold is not worth signature of the documents which it contains. In accordance with the order of 12.4.2018 concerning the electronic signature in the public order, the signature must be an advanced signature based on a-Qualified Certificate, as defined by the European Regulation No. 910/2014 of 23.7.2014 on electronic identification and trust services for electronic transactions (eIDAS). However, RGS type signature certificates remain valid until they expire. The electronic formats in which documents can be transmitted are: after attributethe electronic tender selected will be converted into a paper offer to give the handwritten signature of the framework agreement by the parties. The costs of access to the network and recourse to the electronic signature are the responsibility of the candidates. The sub-criteria selected for the judging of the offers are defined in the regulation of the consultation. Number of the consultation: 2018-scol-0023.
