Service for local (suburban) regular services in Klaipėda city and region

Public institution "Klaipėdos keleivinis transportas", Daukanto g. 15, Klaipėda, company code 142133780 (hereinafter the contracting authority) intends to purchase a local (suburban) regular services in Klaipeda city and region.

Passenger transportation services in Klaipėda city and district are purchased. Passenger transportation in Klaipėda city and area will be carried out on routes Nr. 23 "Hospital Green Valley Hospitals", No. 24 "University st. Karklė Kunkiai" according to schedules.

Passengers are transported by M3 sub-class vehicles.

Supplier (also all group of suppliers naif the offer is submitted by a supplier group) and the operators whose capacity is based on the supplier must meet the requirements for the absence of grounds for elimination. The tenderer must submit only the European General Procurement Document (EBGD) in the tender. All documents required by the EBRD will be requested to submit only the potential winner.

Article 86 of the Law on Public Utilities of the Republic of Lithuania. 5 d provides for exceptions allowing contracts to last for more than 3 years. The winner of this purchase will have to service routes No. 2 with two vehicles and one reserve vehicle. 23 "Hospital Green Valley Hospital", No. 24 "University st. According to economic calculations, the routeDuring the whole 7.5 year contract period, the bus maintenance service will have a pre-planned 190, 000 km drive. The contracting authority estimates that the cost of providing services for the depreciation of vehicles would increase significantly in the short term of the contract (up to 3 years). Based on estimates made by the institution for past passenger transportation services, at 3 years-for contract contracts and maintaining the same ecological and qualitative vehicle parameters as for contracts of 7.5 years, tenderers should increase the rates for the services provided, as this component alone would increase the cost of passenger transportation by up to 24%. Taken together, the fact that the other components per kilometer are calculated in proportion to the carriers'The cost of the dental care, the contribution of this component to the cost of passenger transportation of 1 kilometer may be significantly higher. It is also necessary to assess the additional costs of the successful bidder: t. y in proportion to the expiry date of the contract, the costs of obligatory investments in addition to the quality requirements will also be distributed. In order to ensure a high quality of service provision, the competitionthe requirements for the prospective carrier for the whole duration of the contract for the carriage of passengers with vehicles equipped with modern electronic displays, an integrated electronic ticket and audio message system, video surveillance cameras with recording equipment, recording records up to 14 days, and the coloring of all buses in specified colors; and united driverWearing a uniform. The indicated investments that will have to be made by the carrier who won the tender will directly affect the route pricing of the route being served, i.e. y most of the costs incurred by the carrier will have to be borne by the passengers of Klaipėda city and Klaipėda district who, depending on the expiration date of the agreement and the cost incurred by the carriers, will pay for the ticket mHigher or lower price. The part that will be lacking in ensuring the profitability of the organized routes will be covered also from the municipal budget. Therefore, in the light of the economic calculations presented and in order to maximize the quality of passenger transport without increasing the price of tickets and save on municipal budget funds, the contracting authority will award a public service contract with the successful tenderer.I will be 60 months old, with an extension of 30 months.
