The subject of the public contract is the implementation of regular and occasional transportation of school children in school 2018/2019, 2019/2020 and 2020 / 2021.

Main Site: Zirovnica municipality area

The public contract covers the implementation of regular daily transportation of school childrenfor school years 2018/2019, 2019/2020 and 2020/2021, from Žirovnica municipality to Primary school Žirovnica, Zabreznica 4, 4274 Žirovnica, on dangerous paths, in accordance with the provisions of the Primary Education Act and the Organization and Financing of Education Act . Each school year lasts from 1 September of the current year to 30 June of the following year, an average of 190 school days per school year.h of children are performed for the period from 1.9.2018 to 30.6.2019; from 1.9.2019 to 30.6.2020; from 1.9.2020 to 30.6.2021, on relations:

- school - Rodine Vrba school (6 times 7.3 km)

- school - Zg. Moste Breg school (6 times 7, 1 km)

- school of Moste AP school (1 time 2, 4 km).

The contracting authority will exclude from the participation in the public procurement procedure the tenderer if, when checking in accordance with 77, 79 and Article 80 of ZJN-3 determines whether DrUgas familiar that:

1. a tenderer or a person who is a member of the administrative, managerial or supervisory body of that provider, or who has the authority to represent him or to decide or control thereon, has been pronounced a final judgment which has elements of the following criminal offenses defined in the Criminal Code (Official list RS, No. 50/12 UPB and 54/15, hereinafter: KZ-1).

It is considered that the bidder does not fulfill the obligations from the previous sentence heredi, if, on the day of the submission of the offer or the application, all the tax deductions for income from an employment relationship were not submitted for the period of the last five years to the date of submission of the offer or application. if on the day on which the time limit for the submission of tenders expires, it is excluded from the procurement procedures due to its listing in the register of economic operators with negative references. if he was in his last three yearsbefore the expiry of the deadline for the submission of bids by a final decision of the competent authority of the Republic of Slovenia or another Member State or a third country, a fine has been imposed twice for a misdemeanor in respect of remuneration for work. if the tenderer initiated proceedings for insolvency or forcible termination under the law governing insolvency proceedings and forcible winding up, or the liquidation procedureUnder the law governing commercial companies, if its assets or operations are managed by a manager or court, or if his business activities are suspended or if a procedure has been initiated against him in accordance with the regulations of another country or a situation has arisen with the same legal consequences.

6. if the contracting authority can demonstrate by appropriate means that the economic operator has committed a serious breach of the professionof the rules, which undermines its integrity.

7. if the tenderer has shown significant or permanent shortcomings in the fulfillment of the key obligation in the previous contract on the performance of the public contract or the previous concession contract concluded with the contracting authority, which resulted in the client early withdrawing from the previous contract or contract or claiming compensation or out ofother comparable sanctions.

8. if the tenderer meets the conditions for the pursuit of the activity which is the subject of the public contract, which means that they are registered in one of the professional or business registers kept in the Member State in which the economic operator is established. if the provider does not have a valid license for the carriage of passengers in road transport.
