- the total value of the investment objective: 20, 996, 777.29 RON without VAT, according to the general estimate of the investment, drawn by designer Ciproconstruct SRL, of which:

- estimated for execution and site management works: 20, 888, 777.29 RON without VAT, including site organization is worth 61640.74-RON without VAT

- estimated value for design services: 90.000, 00 RON without VAT

- estimated value for technical assistance services from the designer: 18.000, 00 RON VAT free

The duration of the design services is 6 months from the date of issue of the service order

The duration of the works execution is 24 months from the date of issue of the order of commencement-of the works.

The duration of the technical assistance services provided by the designer is throughout the execution of the works until the signing of the minutes of the reception at the completion of the works. The sole bidder / Associate Bidder / Subcontractor / Supporter shall not be found in any of the exclusion situations provided for in Articles 164, 165, 167of the Law no.98 / 2016, with subsequent amendments and completions.

The bidders, the associate bidders, the supporting third parties and the subcontractors are obliged to complete and present the initial DUAE as the first proof of non-compliance in the exclusion situations and the fulfillment of the capacity requirements. will present distinctly the Single European Procurement Document (DUAE), in accordance with the provisions of Art.193 of Law no.98 / 2016, with subsequent modifications and completions, by the economic operators participating in the award procedure (leader, associate, third party and subcontractor, as the case may be) filled in with the information related to their situation and signed accordingly (electronic signature extended). In this respect, the Sole Bidder / Associated Bidder / Subcontractor / SupporterDUAE Year - Part III "Exclusion Grounds" - Section A "Reasons for Criminal Offenses", Section B "Reasons for Paying Taxes or Social Security Contributions", Section C "Reasons for Insolvency, Conflicts of Interest or Deviations professional documents. The supporting documents proving the fulfillment of the assumed by completing the DUAE will be presented atthe request of the contracting authority, only by the bidder ranked first after the application of the award criterion on the admissible tenders, according to the provisions of art.193-195 of the Law no.98 / 2016 and art.104 paragraph (3) in conjunction with art.65 of the HG nr.395 / 2016, with subsequent amendments and completions.

- certificates that show the lack of overdue debts with-(local budget, state budget, etc.), showing that the tenderer has no overdue debts at the time of the presentation, or the value of these debts falls within the value thresholds set out in Article 166 paragraph (2) of the Law no.98 / 2016, with the subsequent amendments and completions,

- the criminal record of the operathe economic operator and the members of the administrative, management or supervisory body of the respective economic operator, or those who have the power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / valid at the moment of its presentation, according to art.194, 196 of the Law no.98 / 2016, with the modifications andfurther elaboration, - if necessary, documents demonstrating that the economic operator may benefit from the derogations provided in art. 166 para. (2), Article 167 (2), art. 171 of Public Procurement Law 98/2016, with subsequent amendments and completions, - other editorial documents, as appropriate.

This will be determined as the arithmetic mean of the overall business figures obtained by economic operators ifinancial years specified. Global turnover figures will be expressed in Lei. If the financial statements are drawn up in a currency other than a leu, the average annual leu / foreign exchange rate communicated by the NBR (average rate set by the NBR) for 2015, 2016 and 2017 will be applied. The number of reference years normally decreases the date of establishment or commencement of the operationeconomic times. If the offer is submitted by an association, the condition will be considered to be achieved by aggregating the average global business figures over the last 3 years presented by all the members of the association.

The way of bidding:

1) The way of ranking the bids on first place with equal scores: If two or more offers are ranked first with scores egthe contracting authority will request clarification through SEAP for the electronic loading by the economic operators of signed documents with extended electronic signature containing new prices in which case the contract will be awarded to the tenderer whose new financial proposal has the lowest price;

The DUAE document will be submitted to SEAP, accompanied, as appropriate, by: Commitment(together with annexed documents to the undertaking, submitted to them by third party / third-party supporters, from which the effective manner in which its / their support will arise), the Association Agreement, the Subcontracting Agreement.
