- Designing (PT DE CS POE Technical Assistance fromthe designer's side) and the execution of the investment objective: "Modernization of the county road DJ 108C Carei (DJ 108M) - Capleni (Franciscan Church and Monastery of Saint Anthony of Padova) km 0 000 km 3 500" - Lot 1,

Main Site: DJ 194 B on the Dara Dorolt route, Dorolt commune, Satu Mare county.

Designing (PT DE CS POE Technical assistance from the designer) and execution of obiinvestment project: "Modernization of DJ 194B on the Dara Dorolt route, Dorolt commune, Satu Mare county" Lot 4:

- estimated total value of the investment objective: 7, 785, 129.97 RON without VAT,

- estimated value for the execution of the works and site construction: 7, 570, 491.13 RON without VAT, of which the site construction is worth 184, 646.13 RON without VAT,

- estimated value for the servicedesign costs: 177, 709.61 RON without VAT,

estimated value for technical assistance services from the designer: 36, 929.23 RON without VAT.

The duration of the design services is 3 months from the date of the order issue The duration of the works is 9 months from the date of issuing the order for starting the works.the technical assistance from the designer is for the entire period of execution of the works until the signing of the minutes of the reception at the completion of the works. The sole bidder / Associate Bidder / Subcontractor / Supporter shall not be found in any of the exclusion situations provided for in Articles 164, 165, 167 of Law No.98 / 2016, as amended andSubsidiaries, Associated Offenders, Supportive Third Parties and Subcontractors are required to complete and initially present the DUAE as the first proof of non-compliance in Exclusion and Capacity Requirements.

The Unique European Procurement Document (DUAE), in accordance with the provisions of art.193 of Law no.98 / 2016, as amendedand the subsequent completions by the economic operators participating in the award procedure (leader, associate, third party and subcontractor, as the case may be) filled in with the information related to their situation and signed accordingly (extended electronic signature). In this respect, the Sole Bidder / Associated Bidder / Subcontractor / Supplementary Tertiary will complete the DUAE - Part III "Exclusion Reasons"- Section A" Reasons for Criminal Offenses ", Section B" Reasons for Paying Taxes or Social Security Contributions ", Section C" Insolvency, Conflicts of Interest or Professional Misconduct. "

The supporting documents proving the fulfillment those undertaken by completing the DUAE will only be submitted at the request of the contracting authorityby the tenderer ranked first after the application of the award criterion on the admissible tenders, according to the provisions of art.193-195 of the Law no.98 / 2016 and art.104 paragraph (3), corroborated with art.65 of GD no.395 / 2016, with subsequent amendments and completions.

- Certification certificates regarding the absence of overdue debts in respect of the payment of taxes, (local budget, state budget, etc.), showing that the tenderer has no overdue debts at the time of presentation, or the value of these debts falls within the thresholds provided for in Article 166 ( 2) of the Law no.98 / 2016, with subsequent amendments and completions., - criminal record of the economic operator and of the members of the body-management or supervision of the respective economic operator, or those having the power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / constitutive act, valid at the moment of its presentation, according to art.194, 196 of the Law no.98 / 2016, with subsequent modifications and completions, - if necessary, -documents demonstrating that the economic operator may benefit from the derogations provided for in Article 166 (2), Article 167 (2), art. 171 of Law 98/2016 on Public Procurement, as subsequently amended and supplemented, - other editorial documents, as appropriate.

2. Information on third parties The economic and financial capacity of the economic operator can be sustained in accordance with the provisions of Article 184 of Law no.98 / 2016, with subsequent amendments and completions. yourselfthe third party who assures the support regarding the fulfillment of the criteria regarding the technical and / or professional capacity must not be in the situation leading to the exclusion from the award procedure according to the provisions of art. 164, art. 165 and art.167, as well as art. 60 of Law no.98 / 2016, with subsequent amendments and completions. The bidder (associations in case of joint offers and daca) the annual average global turnover over the years: 2015, 2016 and 2017, which must be in the minimum amount: - Lot 1: 5, 000, 000 RON; - Lot 2: 6, 000, 000 RON - Lot 3: RON 9, 000, 000 - Lot 4: 7, 000, 000 RON - Lot 5: 4, 000, 000 RON - Lot 6: 6, 000, 000 RON. This will be determined as the arithmetic average of the overall business figures obtained-by the economic operators in the specified financial years. Global turnover figures will be expressed in Lei. If the financial statements are drawn up in a currency other than a leu, the average annual leu / foreign exchange rate communicated by the NBR (average rate set by the NBR) for 2015, 2016 and 2017 will be applied. The number of reference years normally decreases on the date of establishment or inthe activity of the economic operator. If the offer is submitted by an association, the condition will be considered to be achieved by aggregating the average global business figures over the last 3 years presented by all the members of the association.

The way of bidding:

1) The way of ranking the bids on first place with equal scores: If two or more offers are located on-the first place with equal scores, the contracting authority will request clarification through SEAP, for the electronic loading by the economic operators of signed documents with extended electronic signature containing new prices, in which case the contract will be awarded to the tenderer whose new financial proposal has the price the lowest;
