Open invitation to tender will be given in accordance with Articles 25-i 1, 66, 67 and 68 of Decree No. 2016-360 of 25.3.2018. The consultation gives rise to an accessframework order issuing purchase orders with no minimum amount and with a maximum amount in accordance with Articles 78-ii 2 and 80 of Decree No. 2016-360 of 25.3.2016

The candidate will have to refer to the pre technical requirements available on the site (market hall area companies) and provide information essential to the search for consultation (including the public reference market 18s0083). In order to facilitate the analysis of candidatures and offers as well as the sending of the file to the control of legality of the prefecture, it is asked to the candidates choosing to submit theiroffer in paper version to add in their fold a digital version of their application documents and the offer (on CD-ROM or USB key). This version will be exactly the same as the paper version.

The candidate will pay particular attention to communicate, in its pieces and during the identification on the buyer portal, an email address which will serve as reference for alls the exchanges that will take place between the contracting authority and all the candidates throughout the duration of the award procedure.

Candidates are asked to ensure that the address shown is active and valid.

No form of grouping is imposed by the contracting authority.

The contracting authority forbids candidates to submit their offers by acting at the same time-as individual candidates and members of one or more groupings, in accordance with Article 45-v-1 of Decree No. 2016-360 of 25.3.2016. In case of award of the contract to a joint group, the agent of the group will be solidary, for the execution of the market, of each member of the group for its contractual obligations pursuant to Article 45-iii of the decree n 2016-360 of 25.3.2016. The payment of expenses will be made by administrative mandate followed by a bank transfer. The benefits, which are the subject of this framework agreement, will be remunerated under the conditions fixed by the rules of public accounting and financed according to the following modalities: Capital of the City of Lille.

The sums due to the incumbent (s) and the (s) subcontractor (s) of first rank eventuel (s), will be paid within an overall period of 30 days from the date of receipt of the invoices or equivalent payment claims.

With regard to lot 2, the submission of tenders is subject to the mandatory site visit in order to observe a reference tree in order to draw up a brief methodological note of intervention principle which will be the subject of a notation.

The arrangements for making appointments and the purpose of the visit are explicit in the regulation of the consultation.

Purchase orders for the 3 lots are subject to maximum execution time in accordance with the consultation documents.

The candidate has the opportunity to improve these times within the framework provided for this purpose in the act of engagement of each lot
