Implementation of the evaluation study entitled Estimating the value of the indicator for participants who are in a better situation on the labor market 6 months after leaving RPO Woj. Pom. for the years 2014-2020 - Reference Number: DAZ-ZP.272.42.2018

The subject of the order is the performance of an evaluation study entitled: Evaluation of the value of the indicator concerning the participants who are in a better positionon the labor market 6 months after leaving the Regional Operational Program of the Pomeranian Province for the years 2014-2020. Details of the subject of the order are described in Annex 1 to the ToR.

1. The subject of the order is an evaluation study entitled: Evaluation of the value of the indicator concerning participants who are in a better situation on the labor market 6 months after leavingthe Regional Operational Program of the Pomorskie Voivodeship for the years 2014-2020. Details of the subject of the order are described in Annex 1 to the ToR.

2. Additionally, the Ordering Party informs that:

1) does not allow variant offers to be submitted;

2) does not allow the possibility of submitting partial offers;

3) does not provide for the ordering referred to in art. 67 sec. 1 point 6 lips• 4) settlements between the Employer and the Contractor will be kept in PLN;

5) does not provide for electronic auction;

6) does not provide for reimbursement of participation costs in the present proceedings;

7) does not provide for the conclusion of a framework agreement;

8) does not provide establishing a dynamic purchasing system;

9) does not reserve that only contractors indicated in art. 22 ust. 2 uPzp ponds

10) The Contractor may entrust the execution of a part of the Subcontractor's orders. In such a situation, the Ordering Party requests the Contractor to indicate the part of the orders, the execution of which he intends to entrust to Subcontractors and submission of subcontractors by the Contractor. Information should be provided on the offer form. It is assumed that no indication of Subcontractors means that the Contractor will not entrust the performancesia any part of the orders to Subcontractors, if nothing else results from the content of the offer;

11) The proceedings will be conducted in Polish.

3. The ordering party in accordance with art. 24aa of the Public Procurement Law, informs that it provides for the possibility of first of all assessing the offers, and then to examine whether the Contractor whose bid has been assessed as the most advantageous, is not subject to exclusion and meets theshare of participation in the proceedings.

4. The submitted offer must be secured by a bid bond covering the period of being bound by the offer with the value:

PLN 1, 000.00 (in words: one thousand PLN 00/100).

5. The bid bond should be submitted before the deadline for submission of offers. Failure to pay the bid bond, including the extended period of being bound by the offer, or payment of the bid bond after this date will result in the rejection of the offer.w.

The other regulations regarding the bid bond are set out in Chapter VIII SIWZ.

6. The offer should be accompanied by:

1) statements and documents listed in Chapter VI, paragraph 1 SIWZ, in writing, under pain of nullity, except that the Single European Order Document (EAT) should be sent in electronic form with a qualified electronic signature.

2) If the Contractorwants to get additional points in the criterion "Knowledge and experience of the research team", submits a completed list of people to the criterion "Knowledge and experience of the research team" (according to the template constituting Annex 4a to the ToR), the document should be submitted in the original. The rules for awarding points in this criterion are described in Chapter XIII of this SIWZ.

3) If the Contractor wants to obtainadditional points in the criterion "Risk areas", presents defined risks related to the precision and / or reliability of the study along with a measure / measures to minimize their occurrence and measure / remedy in case of their occurrence (according to the template constituting Annex 5 to the ToR).

1 The Contractors may apply for the order, who:

1.1 are not subject to exclusion:

1)-the Contractor is excluded from the procurement procedure, in relation to which any of the circumstances referred to in Article 24 sec. 1 point 12-23 of the Public Procurement Law,

2) the Contractor is excluded in accordance with art. 24 sec. 7 of the Public Procurement Law,

3) the Contractor who is subject to exclusion pursuant to art. 24 sec. 1 point 13 and 14 and 16-20 of the Public Procurement Law, may provide evidence that theIf the funds are sufficient to prove its reliability, in particular to prove compensation for damage caused by a crime or fiscal offense, financial compensation for damage suffered or remedied, an exhaustive explanation of the facts and cooperation with law enforcement agencies and taking specific technical, organizational and human resources that Aresuitable for preventing further offenses or fiscal offenses or incorrect conduct of the Contractor. 5) The Ordering Party may exclude the Contractor at any stage of the proceedings for the award of the order.

b) for the first partka of the research team The Contractor will appoint one person who is the author or co-author of at least 1 evaluation / analysis in the field of public intervention using the random sampling technique worth at least PLN 75, 000 gross; c) The Contractor will appoint one person for the second member of the research team which person is the author or co-author of at least 1 examinations(d) for the third member of the research team, the Contractor will appoint one person who is the author or co-author of at least 1 evaluation study / analysis in the field of public intervention in the area of the market work or social integration worth at least PLN 75, 000 gross.

2. Zamthe entrant may at any stage of the proceedings consider that the Contractor does not have the required capacities if the involvement of technical or professional resources of the Contractor in other economic undertakings of the Contractor may have a negative impact on the implementation of the order. The Contractor may, in order to confirm compliance with the conditions for participation in the proceedings, referred to in paragraph 1 point 1.2 of the SIWZ (in the announcement of secja III.1.1) (1.2)), where appropriate and in relation to a specific order, or parts of it, rely on the technical or professional capacity of other entities, regardless of the legal nature of the legal relationship he has with it. Contractors may jointly apply for the award of orders:

1) In the case of a civil partnership, the Employer accepts that Contractors within the meaning ofArt. 2 para. 11 of the Public Procurement Law, there are civil society partners whose participation in the proceedings is treated as joint application for the award of a contract within the meaning of art. 23 sec. 1 Public Procurement Law Acts

2) Contractors appearing jointly establish a representative to represent them in the proceedings for the award or representation in the proceedings and conclusion of a public procurement contract. 3) The power of attorney to perform the activities referred to in item 2 should be in the form of a document certifying the appointment of a representative, signed by representatives of all other Contractors authorized to represent them. In terms of form, the power of attorney must comply with the provisions of the Civil Code (original or notarized copy). The power of attorney should be attachedto the offer.

4) Contractors jointly applying for the contract shall be jointly and severally liable for the performance of the contract.

5) The offer must be signed in such a way that it binds all Contractors acting jointly.

6) All correspondence and settlements will be made with the Contractor as the representative of the other (leader).

7) In the case of selection of the Bidders' offer jointly-applying for the awarding of the contract, the Contracting Authority may request prior to the conclusion of the contract on public procurement of the contract regulating the cooperation of these entities (in the form of the original or photocopy confirmed for compliance with the original by the contractor).

8) Contractors jointly applying for the award shall submit a Form bidding.

2. Offers should be placed in the seatib ordering party, i.e. ul. Okopowa 21/27, 80-810 Gdańsk, at the General Chancellery of the Marshal's Office of the Pomeranian Voivodship, room no. 4a (open on business days from Monday to Friday from 7:45 to 15:45), while the Single European Order Document (EAT) should be sent in an electronic form with a qualified electronic signature on the same date as the compositionoffers.
