CPV Description: The purpose of this notice is to establish a Master Framework Agreement, without a minimum or maximum amount, relating to the establishment of a research and development consultancy service. strategy consultancy to prepare for the opening of the historic RATP market to competition.The purpose of this opinion is as follows: - to identify and characterize all the consequences of opening up to competition, in the light of the progress of the reflections already made, - to define and analyze several scenarios for each strategic question on the evolution of the RATP over a 10-year horizon,

- propose a plan for implementing the chosen scenario.

Anticipated start-up dateof the service: February 2020.

1) the applicant companies must provide the elements contained in the DC1 print (letter of application and authorization of the agent by his co-contractors) and DC2 (declaration of the individual candidate or the member of the grouping) (or equivalent elements for candidates not established in France or DUME)

In the case of a response of the candidate in grouping d enterprises, each co-contractor will have to provide a DC2 form (or equivalent elements or DUME); Form DC1 will be common to all co-contractors.

These documents, certificates or attestations are produced in French.

2) a brief presentation of the company.

Applicant companies must provide the elements contained in the form DC2 (or equivalent elements for candidates not established in France or DUME).

Candidates who do not are unable to provide the requested references can justify their financial capacity by any other means.In addition, the candidates will provide: the balance sheets or extracts from the balance sheets of the last 2 years, the appropriate bank statements or, where applicable, the proof of insurance of the relevant occupational risks.

The applications fulfilling the conditions of participation will be appreciated according to the criteria of selection enunciated below with their respective weightings:

- relevance of the mission (s) ( s) presented with regard to the support for the opening of competition to the exit of monopoly 25%,

- pertinethe mission (s) presented relative to the urban public transport 25%,

- relevance of the mission (s) presented (s) relative to the remuneration of assets regules 25%,

- relevance of the mission (s) presented relative to the social and managerial support of business transformation 25%.

The RATP will proceed to the selection of the 4 candidates who obtained thea better weighted technical score on the aforementioned criteria;

D) conditions for the submission of tenders: the 4 successful candidates will be notified at the earliest of their selection. They must then submit their offers by 18.11.2019 at 10:00 on the same terms as those indicated in point B.
