Research services carrying out invasive species studies within the project "Managementof invasive species in Romania, in accordance with EU Regulation 1143/2014 on the prevention and management of the introduction and spread of invasive alien species ", MySMIS code 120008.

Research services for the invasive species the project „Adequate management of invasive species in Romania, in complianceis with EU Regulation 1143/2014 on the prevention and management of the introduction and spread of invasive alien species "consisting of:

- Activity 1.2. Inventory mapping of invasive species of terrestrial vertebrates and elaboration of the national list of invasive terrestrial vertebrate species,

- Activity 1.3. Inventory mapping of invasive marine alien species and elaboration of the listof marine invasive allogeneic species,

- Activity 1.5. Inventory mapping of invasive alien species of terrestrial invertebrates and elaboration of the national list of invasive alien species of terrestrial invertebrates, - Activity 2.1. Priority introduction routes for allogeneic species in Romania,

- Activity 2.2. Prioritizing invasive and potentially invasive species in Romania,

-Activity 3.1. Preparatory activities for the implementation of the action plan for approaching the priority entry routes (PNAACIP),

- Activity 3.2. Elaboration of the action plan for approaching the priority introduction paths, - Activity 5. Development of the administrative and scientific capacity of the authorities and research institutes in order to efficiently manage the speciiloinvasive halogen r.

Requirement no. 1: failure to comply with the situations provided in art. 164, art. 165 and art. 167 of Law no. 98/2016 the DUAE will be completed by the economic operators participating in the award procedure with the information related to their situation.bcontractors, if any

At the request of the contracting authority the candidate / tenderer ranked on the first place in the intermediate ranking drawn up at the end of the evaluation of the tenders will present the following supporting documents proving the fulfillment of those assumed by completing the DUAE:

- certifying certificates regarding the lack of outstanding debts regarding the payment of taxes, taxes or acontributions to the general consolidated budget, at the time of their submission,

- the criminal record of the economic operator and of the members of the administration, management or supervision body of the respective economic operator or of those who have power of representation, decision or control within to it, as it results from the certifying certificate issued by the ONRC / the constitutive document,

- documents proving that the economic operator can benefit from the derogations provided in art. 166 para. (2), art. 167 para. (2), art. 171 of Law 98/2016 on public procurement,

- other documents, as the case may be.

Requirement no. 2: declaration on own responsibility regarding the non-existence of the conflict of interests, mentioning the persons holding decision-making functions inwithin the framework of the contracting authority, as well as those involved in the elaboration of the award documentation and the procedure, completed in accordance with the Form no. 1.

The declaration will be presented together with DUAE, by all the participants in the award procedure (tenderer, associate, subcontractor and third party supporter).

The persons with decision function within the contracting authority, in whichregarding the organization, development and completion of the award procedure are the following:

The bidder is not allowed to have members on the board of directors / management or supervisory body and / or shareholders or associates persons who are husband / wife, relative or affiliate up to the second degree including not beingis in commercial relations with the persons holding decision-making functions within the contracting authority.

If there are uncertainties regarding the personal situation of an economic operator, the Contracting Authority reserves the right to request information directly from the competent authorities.

Certificate established by ONRC.

In accordance with the provisions of art. 173 of Law 98/2016 pdisclosing public procurement, the contracting authority has the right to request any economic operator to submit relevant documents proving the form of registration and, as the case may be, of attestation or professional membership, in accordance with the legal requirements of the country in which it is established the economic operator. The object of the contract must have a correspondent in the codel CANE from the certifying certificate issued by ONRC. The economic operators submitting the offer must prove a form of registration according to the law of the country of residence, to show that the economic operator is legally constituted, that it is not in any of the situations of cancellation of the constitution and that it has the professional capacity to perform the activities that are the object of [...] details on www.e-licitatie.ro

If the offers ranked first have equal scores, the contracting authority will conclude the contract with the bidder whose offer has the lowest price. If the prices are the same, the contracting authority will ask for clarification through SEAP, in order to electronically upload the documents containing new prices by the economic operators, in order tobidding. In order to view the attribution documentation uploaded in the SEAP, the economic operators must have a program necessary to view the electronically signed files (this program is available free of charge on the websites of the electronic signature providers).
