Support to the BMVI in setting up and implementing the research program "Improving transport infrastructures in municipalities (FoPS)"

As part of the research program "Improving transport conditions in municipalities "(Urban Transport Research Program) is funded by the Federal Ministryfor Transport and Digital Infrastructure (BMVI) with non-financial funding of the Municipal Transport Financing Act (GVFG) in the amount of about 4.2 million EUR annually research and development projects (R & D projects) on general and specific issues in the field of urban, municipal and regional Traffic and its integration into the overall transport system and further total traffic

integrated solution.

The contractor (AN) supports and advises the Federal Ministry of Transport and Digital Infrastructure (BMVI / AG) on the scientific content of the research program "Improving transport conditions in the municipalities" (Forschungsprogramm City traffic; FoPS) and in terms of technical contentThe R & D projects are scientifically and methodologically demanding investigations and studies for the solution of urban and regional transport problems. They range from feasibility studies to empirical surveys and statistical analyzes as well as planning and research technical concepts in the field ofr Traffic planning and traffic management to detailed issues of traffic safety (such as fire protection, accessibility, winter maintenance, pedestrian and bicycle traffic, etc.). The entire range of topics must be covered by the technical content of the subject on a scientific basis and integrated into the overall system. This means that the current state of science and technology and the "ForscIn order to avoid redundancies and thus duplication of research for reasons of economic viability, R & D projects must, in particular, be co-ordinated holistically and networked in the sense of a program in terms of the objectives and tasks of the research program described above.

AP 2 Professional support in the award of R & D projects

AP 3 Technical support and quality assurance of the individual research projects

AP 4 Transfer of knowledge and results in politics and science

a) The bidder has to assure by way of form F1 "Declaration on the company" (own declaration) that no exclusion reasons according to -- 123, 124 GWB (see eg https://www.gesetze-im-internet.de/gwb/__123.html and https://www.gesetze-im-internet.de/gwb/__124.html)b) If it is intended to provide the service jointly in the form of a bidding / working group, each member shall submit the above-mentioned documents; In addition, details of the tenderer structure are to be provided in Form F-BS.

c) If the tenderer commits subcontractors for the provision of the services, each subcontractor appointed has the subset of a)documents and a corresponding declaration of commitment (self-declaration). The subcontractors must be listed by name, with their tasks to be performed, in Form F-UA "Register of designated companies / subcontractors".

1) The tendering procedure will be conducted electronicallyE-allocation platform of the BMI (see www.evergabe-online.de) performed. The provision of procurement documents as well as the communication between bidders and the contracting authority are generally carried out via the e-procurement platform. 2) For questions about the award nuOnly protect the e-allocation platform until 6/3/2019 at 4:00 pm. The answers will be compiled in a timely manner and made freely available via the e-allocation platform;

3) The bids will be judged in two stages. First, the award of the written offer will be made in accordance with Award Criteria 1.1 to 2.2 and Award Criterion 3 Price. Based on the scoresis examined on the basis of the highest score achieved here, which bidders would have a chance of awarding an award, taking into account 4 evaluation points in award criterion 2.3 (presentation), even if this is the case in o. a. Intermediate result leading offer 1 point in the award criterion 2.3 (presentation) would be received. Only these bidders become the presentation (Zuimpact criterion No. 2.3).
