The subject of the orders is the implementation of a project concerning the monitoring of technological trends.

The aim of the project is to obtain the current and reliable (intersubjective) knowledge necessary for programming new andsupport instruments. The project consists in developing a solution enabling acquisition and analysis of information from various high-volume data sources covering the problems of global and Polish trends in the field of research. The specific goal is to create an interactive scientific, scientific-technical and business information system about technologies based on IT toolssequential analysis of structured and unstructured data available in distributed digital repositories for the purposes of science, education and an open knowledge society, of which analytical methods and tools are an integral part, allowing: - - dossiers, data sources available on the internet and collecting the content they contain,

- exploration of identified dusable, variable and diverse data sets, - preparation of analytical tools, - acquisition and analysis of data, used to forecast trends involving RDI in Poland and in the world, - data processing, analysis and visualization of forecast trends will lead to the acquisition of new knowledge about the condition of selected aspects of BRI in Poland.

Detailed description of the subjectThis order (SOPZ) is included in Appendix No. 1 to this Specification of Essential Terms of Orders (SIWZ) and is an integral part of it. Employer based on art. 29 para. 3b of the PPL Act requires the transfer of intellectual property rights to all studies, reports, works created as a result of the subject matter of the order. The Employer will exclude Contractors from the proceedings, inattitudes referred to in art. 24 sec. 1 and par. 5 points 1, 2 and 4 of the Public Procurement Law - 2. In order to confirm compliance with the conditions for participation in the proceedings and to demonstrate the absence of grounds for exclusion, the Contractor applying for the order must submit:

1) a statement valid as at the day of submitting bids in the scope indicated in Annex 5 to the ToR ("ERO"). newse included in the statement will constitute preliminary confirmation that the Contractor is not subject to exclusion and meets the conditions for participation in the procedure.

2) In the case of joint application by Contractors, the statement referred to in point 1 confirms fulfillment of the conditions for participation in the proceedings and grounds for exclusion to the extent that each of the Contractors demonstrates fulfillment of the conditionso 3) Contractor who refers to the resources of other entities, in order to demonstrate the absence of grounds for exclusion against them and fulfill - in the scope in which he refers to their resources - the conditions for participation in the proceedings are submitted the statement referred to in point 1 concerning these entities, signed by persons authorized to be representedia these entities - 4) The obligation of the third party, the ToR if the Contractor relies on the resources of the third party.

3. The ordering party shall call the Contractor whose tender has been the highest rated, to submit within the prescribed, not shorter than 10 days, the current time on the day of submitting the following statements or documents confirming the circumstances referred to in-Art. 25 ust. 1 Public Procurement Law Act:

1) excerpt from the relevant register or from central records and information about business activity, if separate regulations require an entry in the register or records, in order to confirm the lack of grounds for exclusion under art. 24 sec. 5 point 1 of the PPL,

2) information from the National Criminal Register in the scope specified in art. 24 sec. 1 items 13, 14 and 21 of the Public Procurement Lawissued not earlier than 6 months before the deadline for submitting bids;

3) the Contractor's statement that he has not issued a final court judgment or final administrative decision on default of taxes, fees or social security or health insurance premiums, or - if such a decision was issued or decisions - documents confirming the payment twith any interest or fines or a binding agreement on the repayment of these debts. The declaration should be made in accordance with Annex 8 to the ToR,

4) the Contractor's statement about the lack of a ruling against him as a preventive measure for the prohibition of applying for public orders. The statement should be prepared in accordance with Annex 9 to the ToR.

5)List of services with the subject of the service, dates of performance, name of the entity for which the service was provided, and attaching evidence within the meaning of the Regulation that they were duly executed

6) List of persons who will participate in the execution of the contract for Contractors:

a) jointly applying for the order, documents listed in items 1-4 are submitted by each of the Contractors appearing inolnie;

b) relying on the abilities or situation of other entities under the principles set out in art. 22a of the Public Procurement Law, documents listed in items 1-4, the Contractor submits for each of these entities.

4. Contractor within 3 days from the date of posting on the website information referred to in art. 86 par. 5 of the Public Procurement Law, will provide the Employer with a declaration of affiliation or absencebelonging to the same capital group as referred to in art. 24 sec. 1 point 23 of the Public Procurement Law. To make a statement

Attachment No. 6 to the Terms of Reference. With the submission of a statement, the Contractor may provide evidence that links with another Contractor do not lead to distortion of competition in the procurement procedure. In the present proceedings, the Contractor is obliged to bringdeposit before the deadline for submission of tenders. The bid bond should be paid in the amount of 20, 000.00 PLN (in words: twenty thousand zlotys zero grosz).

2. In addition to the information provided in Sections III.1.1 and III.1.3, the Employer kindly informs that - due to technical limitations of advertisement forms (character limit) - detailed information on the list of statements and the dockmentors confirming compliance with the conditions of participation in the proceedings and no grounds for exclusion are found in the SETC available at the Internet address indicated in Section I.3.
