Oxfordshire Future Strategic Traffic Model

The existing Oxfordshire Strategic Model (OSM) was developed in 2013. It was one of the first models to exploit Mobile Network Data (MND). Whilst this has been used to great effect over the last 4 years, the data within the model is now reaching the end of its useable life.

Our basic requirements are:

— robust, evidence based decision making,

— input agnostic and dynamic,

— persistent, real time capability,

— historical, current analysis and predictive — "what if" capabilities,

— test scenarios digitally with 0 risk,

— easy to use — in house operation,

— Output visualisations for stakeholders,

— provide recurring revenues for the consortium, including Oxfordshire County Council.

This procurement will be a multi stage event. The initial element of the process will be a requirement to complete an SSQ where the suppliers will be asked to provide evidence of R and D. The number of suppliers taken forward to the next stage will be a maximum [6]. These suppliers will invited to meet with the project team to discuss the Council's requirements. After these meetings, the suppliers will be invited to complete an Invitation to Research and Development (IRAD) document. These bids will be evaluated and the successful supplier will be invited to the design stage. The Council reserves the rights to invite more than 1 supplier to the design stage. This design stage will be formed of multiple iterations. At each iteration the Council will extend for a further iteration, award a contract or cease the project.

The services are being carried out in partnership with Oxfordshire County Council. Any final solution will be made available under licence to all organisations who require traffic modelling across the UK. This includes all local authorities (https://www.gov.uk/find-local-council), LEPs (Local Enterprise Partnership, https://www.lepnetwork.net/about-leps/the-38-leps/) and SNTBs. (Sub National Transport Bodies). An option to extend of 48 months in aggregate will apply to this contract.
