Development of Various Affiliation Forms in Working Life

Arbeids- og sosialdepartementet [the Ministry of Labour and Social Affairs] will enter into a new multi-annual research contract for mapping, analysis and finding the effects of various types of affiliation forms in working life. The contract has a duration from signing in 2018 to the end of 2022. The procurement has an upper economic limit of up to 8 000 000 NOK excluding VAT.

The development and the effect of affiliation forms in working life is a central topic for the Ministry of Labour and Social Affairs (ASD). There are several objectives sought through a multi-annual research contract about the topic:

— to acquire increased knowledge about the trends in working life regarding affiliation forms, and what are the driving forces for use of the respective affiliation forms and what are the consequences for employees and employers,

— to build up and maintain knowledge and competence in the research environment in regard to this field,

— to build up and maintain knowledge and competence in the ministry and amongst the parties in working life in regard to this field.

Scope.

The contract has a duration from signing in 2018 to the end of 2022. The assignment will have an upper economic limit of up to 8 000 000 NOK excluding VAT. The contract is subject to the necessary budgetary appropriations.

Documentation requirement.

Certificate, not older than 6 months, confirming that the tenderer has fulfilled his tax, social security and VAT obligations. The certificate can be ordered and obtained from Altinn from the separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no. The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.

Qualification requirements.

The tenderer must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.

Documentation requirement.

A credit rating with key figures from a certified credit assessment company or other form of documentation to demonstrate that the requirement has been met.
