Framework Agreement for Research and Review Assignments

Reference Number : 17-2182

Arbeids-og velferdsdirektoratet [the Norwegian Labour and Welfare Administration] needs to establish parallel Framework Agreements that can be used to obtain external R&D services in the form of various research, analysis and evaluation assignments. The assignment will i.a. be connected to the evaluation and analysis of NAV's services, work methods, means and performance.

The services requested are divided into 4 assignment types (lots), and individual competitions will be implemented for each assignment type. A brief description of the assignment type evaluations and mapping:

Conduct research based evaluations of varying scope, where the objective may be to assess the implementation of, work methods, initiatives, work methods, measures or instruments, and to highlight socio-economic profitability, results and goal achievement.

There is a large degree of uncertainty related to the scope/estimated value of evaluations and mapping.

Requirement:

Norwegian tenderers must have their tax and VAT payments in order.

The tenderer is required to be a legally established company.

Documentation requirement:

Norwegian tenderers shall enclose a tax and VAT certificate from the tax authorities, not older than 6 months from the tender deadline.

Norwegian tenderers are required to submit a Company Registration Certificate from the Br0nn0ysund Register Centre.

Foreign tenderers are required to submit a certificate of registration in the Register of Business Enterprises as prescribed in the legislation of the country in which the tenderer is established.

Requirement:

The tenderer is required to have good financial solidity.

Documentation requirement:

The Contracting Authority will obtain credit ratings carried out by Experian; see www.Experian.no If the tenderer feels that the credit rating will not provide an accurate picture, please send supplementary information together with the qualification application.
