Research and development serviceThe subject of the contracts is the services for the elaboration of specific regulatory activities regarding the updating of the cost standards for the investment financed from public funds included in the programs developed by the Ministry of Regional Development, Public Administration and European Funds, included in the Program 1/2017 approved prin OMDRAPFE no. 5714/2017: Lot 1 Gymnasiums; Lot 2 Centralized Water Supply System in the Countryside; Lot 3 Centralized sewerage and water treatment system in rural areas; Lot 4 Communal roads; Lot 5 County Roads; Lot 6 Public lighting systems in rural areas; Lot 7 Thermal Rehabilitation of Civil Buildings.

Counterparty Authority Will Respond to Customs Claimsclaims made on the 10th day before the deadline for submission of tenders.

The participation guarantee for each lot is in the amount of RON 1, 000. The period of validity of the guarantee for participation is 120 days from the deadline for the submission of tenders and may be constituted by any of the forms provided in art. 36 par. (1) or (6) of GD 395/2016, respectively by means of the windingor through a guarantee instrument issued under the law by a bank or an insurance company that is not in special situations regarding the authorization or supervision, under the law or by cash depositing at the MDRAPFE cash desk; the guarantees will be charged to SEAP, at the latest by the deadline and time limit for submission of bids. The performance guarantee is in the amount of 10% of the value of each contract without VAT. The manner of establishing the guarantee of good execution of the contract, according to the provisions of art. 40 par. (1) of GD 395/2016: it is constituted by bank transfer or through a guarantee instrument issued in thethe laws of a bank or an insurance company, which will be established within 5 working days from the date of signing the contract, according to art. 39 par. (3) of GD no. 395/2016. The period of validity of the performance guarantee will be equal to the duration of the contract plus two months.

The payment of the contracts will be made from own incomes

2) Capacity to exercise professional activity:

Economic operators submitting tenders must prove a form of registration under the law of the country of residence, that it is a legal constitutionit is not in any of the cases of cancellation of the cost, as well as the fact that it has the professional capacity to carry out the activities that are the object of the contract. The requirement applies also to subcontractors and / or third-party supporters who fill in the information related to their situation at the level of a distinct DUAE.

Mode of accomplishment: DUAE will be completed by opeeconomic operators participating in the award procedure with the information related to their situation. The supporting documents proving the fulfillment of the stated ones, a certificate issued by the ONRC or, in the case of foreign tenderers, equivalent documents issued in the country of residence shall be submitted, at the request of the contracting authority, only by the tenderervillage on the first place in the intermediate rankings drawn up at the completion of the evaluation of the offers.
