The scope of the framework agreement is the provision of the servicerepair, maintenance and supply of auto parts, oils and lubricants of Fiat, Citroen, Mercedes-Benz, Volkswagen, Ford, Dacia and Alfa Romeo vehicles from the Salaj County Ambulance Service, according to the requirements and quantities of Main site: Salaj County

Total estimated value of the framework agreement, net of VAT: between 695 525, 51 and 1, 108, 451.22 RON without VAT - The estimated value of the largest sub-contractor's contract is: VAT: 215 425, 48 RON - The maximum and minimum amounts of the framework agreement are mentioned in the Annex no. 1 of the specifications.

The maximum and minimum quantities of the largest subsequent contract are mentioned in Annex no. 2 of the specifications.

1) Bidders, third partiesor subcontractors should not find themselves in the situations provided by art. 164, 165, 167 of Law no. 98 / 2016.

The manner by which the fulfillment of the requirement can be demonstrated: DUAE will be filled in by the economic operators participating in the award procedure (including any third party supporters, associates and subcontractors) with the information relating to their situation.the supporting documents proving the fulfillment of the assumed by the completion of the DUAE are to be presented, at the request of the contracting authority, only by the bidder placed on the 1st place in the interim ranking made at the completion of the evaluation of the tenders. The supporting documents proving the fulfillment of the assumed by completing the DUAE are:

- founding certificates regarding the lack of debts(local budget, state budget, etc.) at the time of presentation,

the criminal record of the economic operator and of the members of the management, supervisory or supervisory body of that economic operator or of those having the power to represent, decide or control withinas evidenced by the certifying certificate issued by the ONRC / constitutive document, - as the case may be, documents demonstrating that the economic operator may benefit from the derogations provided in art. 166 par. (2), art. 167 par. Requirement no. 1.

The economic operators submitting the tender must prove a form of registration under the law of the country of residence, it should appear that the economic operator is legally constituted, that he is not in any of the situations of cancellation of the establishment, and that he has empowerThe method by which the fulfillment of the requirement can be demonstrated: the DUAE will be filled in by the economic operators participating in the award procedure with the information related to their situation.

The requirement applies also to subcontractors and / or third-party supporters who complete the information related to their situation-at the level of a distinct DUAE.

The supporting documents proving the fulfillment of the assumed by the completion of the DUAE, respectively the certifying certificate issued by the ONRC or, in the case of foreign tenderers, equivalent documents issued in the country of residence, shall be presented, at the request of the contracting authority, by the bidder ranked 1st in the interim ranking-at the end of the evaluation of the offers. 2.

Information-regarding the supporting party: The economic and financial capacity of the economic operator can be sustained according to art. 182 of the Law no. 98 / 2016.

Requirement no. 1: Turnover: Tenderers will show that the average turnover for the last three years, 2015, 2016, 2017 (to be) is at least equal to RON 210, 000.00 (turnover).

For viewing the awarding documentation uploaded in SEAP, economic operators must have a program required to view the electronically signed files (the websites of the electronic signature providers).

Communication and transmission rules of the data: requests for clarification regarding this documentationof the award will exclusively address the SEAP, the "Questions" section of the award procedure conducted by electronic means, and the responses to them will be published in SEAP, at the "Documentation, clarifications and decisions" section of the tender notice simplified.

In order to submit requests for clarifications regarding the awarding documentation, operators economic will be registered in SEAP (www.elicitatie.ro) as an economic operator, according to the provisions of art. 5 par. (1) of H.G. no. 395/2016 and will transmit the requests taking into account the contracting authority's deadlines. For subsequent posting submissions: the evaluation committee will send the clarification requests in relation to the offer by using the facilitiesThe evaluation committee will analyze the DUAE in correlation with the requirements set out in the acquisition data sheet.

The evaluation committee will analyze and check each offer in terms of the technical elements proposed, and later on in terms of the financial aspects involved.

Economic operators will forward the answers to the clarifieras well as any documents requested during the evaluation of the offers via SEAP (Section "Questions") in electronic format, signed with electronic signature, according to Law 455/2001.

The way of ranking the first ranked offers: Chartering will be done solely on the basis of price and not by quantifying other technical elements or other benefitswhich results from the way the economic agents perform the contract,

- In order to divide the bids, the contracting authority will request the submission of new financial offers in SEAP (the procedure was carried out entirely by electronic means)
