Purchase of services to identify unregistered power consumption as a follow upof unauthorized interventions on electricity supply installations with a company certified by ANRE, based on successful tariffs / commissions to be paid conditionally by the identification of unregistered consumption.

Main Site: SDEE Muntenia Nord S.A. and its branches (Braila, Buzau, Focsani, Galati, Targoviste, Ploiesti)

Estimates of the minimum and maximum quantities that wouldcould be requested during the entire framework agreement:

- Minimum estimated amount to be recovered during the duration of the framework agreement: 2 500 mwh,

- Maximum estimated quantity to be recovered during the framework agreement: 60 000 MWh

Estimates of quantities minimum and maximum rates that may be the subject of a single subsequent contract, of the following to be awarded during the duration of the framework agreement:

- Quantityestimated minimum to be recovered during the subsequent contract: 2, 500 MWh,

- Maximum quantities to be recovered during the subsequent contract: 15, 000 MWh.

Maximum estimated value for a subsequent possible contract to be concluded: RON without VAT: 3 425 745, 00 RON.

Frequency and value of the contracts to be awarded (if known): minimum 2, maximum 4.

Duration of the contractbsecvent: according to the requirements of the company, the estimated duration is maximum 12 months from the signing of the subsequent contract

Requirement no. 1

DUAE, Single European Procurement Document, according to art. 202 of Law no. 99 / 2016.

Will be completed by the bidders (associates / subcontractors / thirds supporters) as the first proof of non-compliance in exclusion situations and the fulfillment of capacity requirements

1) The contracting entity accepts at the time of submission of the requests to participate or the DUAE (Single European Procurement Acquisition), which consists of an up-to-date statement of account, as a preliminary proof in place of certificates issued by public authorities or by third parties which confirms that the economic operator concerned fulfills the following conditions: (a)(i) The bidder, the associated bidder, the subcontractor and the third party are not in any of the situations of exclusion provided in art. 177, 178 and 180 of Law no. 99/2016,

(ii) The bidder, the associated bidder, the subcontractor and the third party are not in the provisions of art. 71 73 of the Law no. 99/2016, (b) Complies with the capacity criteria as requested by the contracting entity;2) If the economic operator demonstrates that the criteria relating to the economic and financial situation or to the technical and professional capacity based on the capabilities of other entities are fulfilled, invoking, as the case may be, the support of a third party, the DUAE, together with the supportive commitment, must either separately completed by the third party (s). DUAE presented by the third party(s) shall include all the information referred to in paragraph (1) lit. a), as well as the information from par. (1) lit. b) and c) which are relevant to the support given in the award procedure concerned; 3) If the economic operator intends to subcontract a party / parties to the contract, the DUAE shall also include information on the part of the contractit may be subcontracted and will have attached the subcontracting agreement. Subcontractors whose capabilities are based on the bidder / candidate must also complete the DUAE separately, including all the information mentioned in paragraph (1) lit. a), as well as those in par. (1) lit. b) and c) which are relevant in terms of the capacities of the subcontractors on which it was basedthe tenderer / candidate in the award procedure. In the case of subcontractors on whose capacity the bidder / candidate is not based, the DUAE will only contain the information mentioned in paragraph (1) lit. a).

Turnover. We request, in accordance with art. 188 of the Law no. 99/2016, with the subsequent amendments and completions, fulfillment as a minimum requirement regarding the economic and financial situation: the average annual turnover for the most recent 3 available financial years (2015, 2016, 2017) must beor equal to or greater than RON 2, 000, 000.00, with the economic operator presenting documents supporting the fulfillment of the requirement. For equivalence, the average annual lei / currency exchange rate communicated by the NBR will be taken into consideration.

How to assign eligible bids with equal scores

The award procedure is online . If you doone or more bids are ranked first, with equal scores, the tie will be made taking into account the score obtained by the rating factors, in descending order of their weight. In the situation where equality is maintained, the contracting entity has the right to request (through SEAP / SICAP in the "Questions" section) new financial proposals and the winning bid will bethe winner will be nominated with the lowest financial proposal

The prices will be calculated with a maximum of two decimal places

The winners will be nominated by applying the award criterion: the best price-quality ratio

After the intermediate report on the ranking is to be presented, at the request of the contracting entity, the supporting documents proving the fulfillment of the assumed onesit is by completing the DUAE by the bidder ranked first in the interim ranking made when the tender evaluation is completed.

If, following the steps taken by the contracting entity on the basis of art. 205 par. (2) of the Law no. 99/2016, the successful tenderer does not duly demonstrate that all the qualification criteria are met in fullThe contracting entity may ask any tenderer, at any time in the course of the procedure, to submit all or part of the certificates and supporting documents required, when necessary to ensure the proper performance of the of the procedure.
